NAFASI YA KAZI PROCUREMENT RECORD MANAGEMENT OFFICER – HJFMRI
HJFMRI locally known as water reed program Tanzania is a United States of America federally funded by the program which supports PEPFAR activities in the Republic of Tanzania. The HJFRM program in collaboration with MOHCDGEC and community NGO’S has been leading the comprehensive HIV  and AIDS care and supports  programs in the southern  highlands of Tanzania since 2004. The program which is sub-contracting with regional Health management teams and 14 community outreach partners extend to 25 district councils in Mbeya, Ruvuma, Songwe, Rukwa, Katavi Regions. Collectively this zone which has one of the highest HIV prevalence rates in Tanzania represent a catchment area with close to 6 million people 13% of the populations of Tanzania mainland, despite remarkable achievement made over the past 10 years the expansions of HIV care and treatment innervations still remains critical both at the facility as well as the community level

GENERAL OVER VIEW
This position is  created for maintaining effective and efficient performance of procurement records services for the program the incumbent is responsible for ensuring proper record keeping is done accordance with organizational established policies and regulatory guidelines

DUTIES AND RESPONSILILITIES
i.    Providing  assistance information’s on the status of records
ii.    Providing all purchases request from internal customers/ user and record in register book systems
iii.    Assist in receiving  and issuing of goods with collaboration with inventory/fixed asset officer
iv.    Ensuring the completeness integrity confidentially and security of procurement record and  documents
v.    Maintain a register of all files and document requested by the  action officer
vi.    Assist staff with request to locate and retrieve the information’s of systems and procedures
vii.    Assist in the training of internal users anon records management  systems and procedures
viii.    Assist in  the formulations implementations and review of records management policies and procedure
ix.    Assist in the development implementations and review and supporting of an electronic  document  management systems
x.    Assist with administrative duties as required
xi.    Assist with the expediting of procured products and service

JUDGEMENT AND DECISION MAKING
-    Guidance and advice  is always available from senior  employees
-    The nature  of the work encompasses existing  method  procedures and process however the positions will required an  ongoing improvement of these process
-    Ability to promptly deal with all enquiries  or accurately re-direct enquiry where appropriate

SKILLS AND KNOWLEDGE

  • Knowledge of procurement  records management systems standards and legislations relating  to the current trends and management of records within an organizations
  • Demonstrated use of the electronic document management systems would be desirable
  • Sound knowledge  of customer services principles
  • Knowledge of written and spoken  English is required
  • Documented ethical and GCLP training including training CITI

  • Excellent organizational analytical skills
  • Good organizations skills and ability to work in a team
  • Excellent communications and interpersonal skills
  • Fluency in English
  • High degree of commitment
  • Willing to work indecently in a multidisplinary team
  • Ability to maintain the records and maintenance
