Stop Violence against Girls in School (SVAGS) in Tanzania

Terms of Reference: Baseline Research Consultancy
Stop Violence against Girls in School is a project that aims to ensure girls´ right to a free, quality,
public and inclusive education while also protecting their right to safety and self-determination for
the period of two years. The project will address the legal barriers, individual beliefs, and cultural
norms, attitudes and behaviors that perpetuate violence against girls in and around schools. The
project will focus on a single district within Tanzania (Mafia District), which encompasses 26 villages, 34 primary schools and 6 secondary schools, and is home to 9,552 students, 52% of whom are girls.

The changes that project seek on the individual, school and community level require interventions that are both wide and deep, and therefore the project is designed to work with every school and school community in Mafia in a comprehensive and coordinated way. Project learning will be used and best practices will be replicated to a whole-community initiative on a similar scale.
The project will run from November, 2016 to November, 2018. By the end of its implementation
period it will have achieved the following objectives in Mafia District:

• Cultural practices, norms, attitudes and behaviours that discriminate against the girl
child in school and at home are reduced.

• Advocacy networks promoting awareness of SVAGS, children’s rights and girls’
rights are mobilized and influencing relevant laws, policies and community
agreements.

• The enrolment, attendance and academic performance of female students in Mafia
District schools are improved.

SVAGS will work from the individual to the national level, engaging both male and female students,
parents, teachers, School Management Committees, police, public service providers, religious leaders
and policy-makers. The impact will be measured based on the ability to mobilize and networking with diverse stakeholders, successfully influencing policy changes, improving school environments, spark shifts in individual attitudes and behaviors, and generating greater educational access and outcomes for female students.

2. The Project Baseline
The purpose is to gather the baseline information to establish the extent of violence against girls in
Mafia District within 26 villages and 40 school communities. This will include individual Knowledge,
Attitude and Practice (KAP) surveys for male and female students, teachers, parents and community
leaders. A baseline report will be produced outlining violence against girls in District schools and
socio-cultural behaviours, norms and attitudes towards SVAGS. The report will generate baseline
information that will inform better interventions to address SVAGS and enable AA to track changes
in attitudes, behaviours and practices to ensure that power shifts at the family, community and school
levels.
A consultant will be required to have sufficient technical personnel to conduct and supervise the
survey activities which will be carried out in Mafia District. It is also advised that a consultant must
have at least two technical personnel for supervising data collection exercise in all the schools and
villages in Mafia (26 villages and 40 school communities). As outlined below under ‘approach’,
ActionAid’s Promoting Rights in Schools framework encourages the active involvement of key
education stakeholders as part of the process of empowerment and capacity building and therefore it is
recommended that a consultant with the support from ActionAid and its implementing partners
recruits at least three data collectors from the target communities and schools.

Approach
As outlined in the project proposal approved by the donor the project will employ a Participatory
Review and Reflection Process (PRRP) where community stakeholders will be involved in evaluating
the project’s implementation over time to ensure that each activity complies with the signed
agreements between ActionAid and local partners and is working towards fulfilling the core goal of
the project. To align this with the baseline findings the baseline research will be implemented using a
participatory and collaborative approach that is key to ActionAid’s Human Rights Based education
programming, which is outlined clearly in the Promoting Rights in Schools framework. This that will
involve working closely with ActionAid staff as well as key education stakeholders such as Education
Authorities, teachers, parents and pupils and the community at large from the intervention district.
The approach to the baseline research will align with ActionAid’s overall research signature, i.e.
‘People-led evidence, combined with external knowledge, influences change at local, national and
international levels.’

Deliverables
• An inception report prior to the commencement of the research, confirming the consultant
understanding of the Terms of Reference as well as her/his technical and financial
proposal for this piece of work.

• A desk review summarising the consultant’s analysis of relevant research, policies and
strategies relating to access, quality and financing of education.
• Validated research procedures and tools for data collection.
• Technical leadership and quality assurance during the data collection process.
• Final consolidated baseline report drawing together data collected during desk review and
primary data collection process (hard and soft copies). The report should be submitted in
English and should not exceed format 30 pages.
• Digital copies of all raw data, data collection instruments as well as any photos, video
footage etc. obtained during the research process.
