Purpose of the Role

To provide strategic leadership and operational oversight of the Credit Management department at MHB. The role ensures robust credit risk assessment, proper security documentation, and full compliance with Bank of Tanzania (BOT) regulations and internal credit policies. The incumbent is responsible for safeguarding the Bank's loan portfolio by minimizing credit risk exposure, strengthening internal controls, and ensuring efficient, compliant, and timely credit administration throughout the lending lifecycle.

Summary of Key Duties and Responsibilities

  • Lead and manage the Credit Risk Analysis and Administration unit, providing effective oversight and administrative support to business units.

  • Review and vet credit proposals, facility offer letters, and all related security documentation to ensure accuracy, completeness, and alignment with approved credit terms and Bank of Tanzania (BOT) regulations.

  • Ensure that all required security documentation is properly executed, perfected, and in place prior to the disbursement of facilities.

  • Oversee the safe custody, lodgment, withdrawal, reassignment, and release of security documents upon full repayment or cancellation of facilities.

  • Maintain and control the credit/security documentation system to ensure proper monitoring of expired facilities, documentation gaps, and timely renewals or reviews.

  • Prepare and submit monthly Key Risk Indicator (KRI) and control reports, highlighting emerging risks and compliance concerns to Management and the Risk & Compliance Committee.

  • Monitor and follow up on Credit Reference Bureau (CRB) error logs and ensure full compliance with BOT regulatory requirements.

  • Regularly review and update credit and security documentation templates to ensure compliance with evolving banking regulations and industry standards.

  • Serve as the key point of contact for credit documentation matters, providing guidance and support to various departments.

  • Liaise closely with the Legal Department to ensure timely registration and perfection of securities and to safeguard MHBs interests throughout the lending lifecycle.

  • Attend to internal and external customer queries relating to credit documentation and administration and ensure timely resolution and feedback.

  • Represent the department in management, regulatory, and committee meetings where credit administration matters are discussed.

  • Establish and maintain appropriate team structures, manage staff performance, and drive capability development initiatives within the unit in collaboration with the Head of Credit Risk Management and HR.

  • Ensure adherence to approved MHB credit policies, procedures, and control standards to minimize operational losses, documentation risks, and regulatory penalties.

    Required Qualifications

    • Bachelor's degree in Finance, Banking, Accounting, Business Administration, Law, or a related field.
    • A Master's degree in a relevant discipline will be an added advantage.
    • Professional certification in risk management, banking, or accounting (e.g., CPA, ACCA, FRM, or equivalent) is desirable. 

    Required Experience

    • Minimum of 8–10 years of experience in credit risk, credit analysis, or credit administration within the banking sector.
    • At least 4–5 years in a managerial or supervisory role.
    • Strong knowledge of Bank of Tanzania (BOT) regulations, credit risk frameworks, and security documentation requirements in Tanzania.

    Technical Competencies

    • Strong credit analysis and risk assessment skills.
    • Knowledge of credit documentation and security perfection processes.
    • Understanding of BOT regulatory requirements.
    • Risk reporting and control monitoring.
    • Credit portfolio administration and monitoring.
    • Knowledge of legal and collateral documentation.

    • Authority to escalate non-compliance, documentation gaps, or credit control weaknesses to senior management.
    • Oversight responsibility for the custody and release of security documentation in accordance with approved policies.
    • Provide input into credit risk policies, procedures, and process improvements within MHB.
