Background / General description:

COUNTRY CONTEXT

Tanzania is the most flood affected country in the East Africa region, the impacts of flood is mostly experienced in cities/ urban areas, official disaster statistics demonstrate that in Dar es Salaam is the urban center worst affected by flooding, followed by the secondary cities of Zanzibar, Mwanza, Arusha, Mtwara and Mbeya. Flooding in the cities is caused inadequate infrastructure to accommodate storm water, degradation of natural assets (wetlands, natural drainage channels, and forested areas) which serve as open sewers and solid waste dumps, and unplanned settlement in flood prone areas. Other causes include low capacity of the local authorities and communities to take appropriate action in response to the weather forecasts and warnings issued by Tanzania Meteorological Agency (TMA).

The social and economic impacts of flooding in urban areas are adverse particularly due to the concentration of infrastructure and economic assets. With the fast growing urbanization characterized with poor infrastructure and unplanned settlement, and the climate change which increases the intensity and frequency of flooding, the impacts of flooding are expected to be more adverse

The cities authorities that are responsible for managing disasters risks lack appropriate mechanism to reduce and cope with the increasing flood risks in terms of technical and financial capacity, contingency plans, standard operating procedures and early warning system for flood preparedness and response. Vulnerable communities residing in flood prone have low capacity for flood risk reduction due to poverty, lack of appropriate risk reduction knowledge and lack of community plans to prepare for and respond to floods.

Flood risks in cities such as Dar es Salaam can be managed by establishing appropriate disaster preparedness and response mechanism at both local authorities and community levels. The World Bank through Tanzania Urban Resilience Program (TURP) will work with the local authorities, other stakeholders and communities to build flood resilience by supporting (i) community response planning; (ii) municipal response and contingency plans; (iii) preparedness trainings, drills and simulations; (iv) capacity building of responder networks and coordination system; (v) early warning and early action systems and tools; (v) damage assessment, rehabilitation recovery planning (vi) response and recovery actions from urban disasters arising during the TURP lifetime

This position is aimed at establishing technical support to the local authorities and communities to develop appropriate mechanism for flood preparedness and response with the use of disaster risk knowledge produced by other aspect of the TURP.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
Duties and Accountabilities:

This position calls for a cross disciplinary approach that seeks to build the capacity of the cities and communities to reduce and cope with flood risks. Specific duties include:

Support the strengthening of the government led Emergency Planning and Response in Dar es Salaam and other cities in terms of establishing Contingency Emergency Response Component, emergency Operations Manual and Plan for the Dar es Salaam Multi Agency Response Team (DarMAERT), developing Dar es Salaam Contingency Emergency Response Component (CERC) and conducting emergency management assessment and composite index scoring for response agencies.

Advising on and supporting the establishment of the appropriate community based flood risk reduction mechanism including Community Response Plans, sensitization to early warning and early actions, and identifying appropriate community level trigger and functions for ward level and below, including coordination mechanism with municipal systems.

To support the establishment of Early warning early action system that would enable the government and com munities to take appropriate actions in response to weather forecasts and warnings issued by Tanzania Meteorology Agency (TMA).

To support DRM capacity building in the local authorities, communities and other stakeholders through trainings, drills and simulations. Identifying training needs and providing technical assistance in the development of training materials.

Supporting Damage Assessment Capacity building for central and local government and other local emergency response stakeholders such as Tanzania Red Cross and local UN agencies through trainings such as Damage and Loss Assessment (DaLa) and Post-Disaster Needs Assessment.

Propose a monitoring and evaluation framework that would serve as a project management information tool for the Project Implementing Unit (PIU). Monitoring and evaluation of project progress to ensure the attainment of objectives through sound implementation. Assume responsibility that project related reports are developed, reviewed and shared;

Facilitate and manage comprehensive DRM dialogue with critical stakeholders. Strengthen local authorities’ partnerships and coordinate with relevant agencies, academia, the UN, and donors relating to project activities.

Contribute to knowledge management system by disseminating lessons learnt and best practice. Promote and facilitate knowledge exchange and dissemination in disaster risk management and climate change adaptation between cities and sectors.

Disaster Response - providing technical advice in post-disaster situations to the central and local governments particularly

in the comprehensive impact assessment. Participate in comprehensive impact assessments with Government, UN agencies, EU, and development partners, and provide expert advice during joint needs assessment missions to ensure that a complete picture of the socio-economic impact of the disaster is provided.

Work with the Bank’s DRM Practice Group and the Global Facility for Disaster Reduction and Recovery (GFDRR) at the country level, and help develop knowledge products and/or training activities to improve best practice in the DRM sector.

Provide coaching mentoring on-the-job to junior team members, extended term consultants and junior professional associates in the unit.

Selection Criteria:
• Master’s degree in urban development, disaster risk management, environmental planning, public management, or equivalent, and a minimum of 5 years of relevant experience.
• Extensive knowledge of community engagement and disaster risk management in Africa.
• Strong conceptual and research/analytical skills with the ability to rapidly analyze and integrate diverse information from varied sources into conclusion and recommendations.
• Demonstrated effective communication skills, speaking and writing, and outstanding interpersonal skills, effective team member.
• Excellent oral and written communication skills in English and Kiswahili.
• Knowledge of World Bank operational policies, practices and procedures is an asset.
