Program Overview: 
Pathfinder International’s project, Addressing Provider Bias toward Serving Adolescents and Youth  will call on expertise from Camber, YLabs, and Behavioral Economics in Reproductive Health (BERI) to implement a process whereby we will deepen our understanding of provider bias; rapidly develop and refine scalable solutions to increase empathetic, non-judgmental, and non-biased service provision; and pilot and rigorously evaluate those solutions to determine effectiveness, cost, and scalability. We will
implement this solution development and evaluation process in three diverse country contexts—Tanzania, Burkina Faso, and Pakistan—and across both public and private sector health facilities where Pathfinder and our private sector partners are currently supporting contraceptive services. Working across these three countries offers a unique opportunity to understand the similarities and differences across quite distinct country contexts, prototype multiple solutions with the potential to be adapted and scaled in very different health systems and cultural contexts, and ultimately address the high unmet need for contraception among very different populations of young people.
  
Position Purpose:
 
The Project Director is responsible for responsible for ensuring quality and timely implementation of all project phases and activities across the three countries and monitoring project progress across the countries and partners. H/she is also responsible for coordinating all international and country-to-country technical assistance and inputs at strategic planned touchpoints, ensuring the quality and integrity of the solution development process. The Project Director will coordinate with Pathfinder International’s in-country and Headquarters staff to conceptualize and plan workplans, diversify funding resources, manage and oversee the overall program and build on country and international best practices. The Project Director also provides strategic leadership and managerial oversight of the administrative, programmatic, technical, financial, and operational aspects for Pathfinder International. S/he ensures that program objectives are met, all activities are responsive to the needs of the host country.

Key Responsibilities:
Serve as the primary representative of Pathfinder International on all matters related to the project.  Meet regularly with donor foundation, partners, local government agencies, and other key stakeholders to share progress, accomplishments, and challenges.
Ensure that the project activities are supported and implemented to achieve project milestones and contractual obligations.
Directs the successful programmatic, technical, and financial implementation of the project including the timely completion of high quality reports, work plans, performance objectives and other mandated deliverables.
Work with Pathfinder’s Senior Technical Advisor, Adolescent and Youth Sexual and Reproductive Health (ASYRH) and Headquarters Financial, Technical, and Program Operations staff by providing accurate and timely reporting and updates on the Program progress and difficulties.
Supervise Country-level Project Officers  and assign roles and responsibilities, manage performance, and monitor the efficiency and effectiveness of the work.
Coordinate all international and country-to-country technical assistance and inputs at strategic planned touchpoints, ensuring the quality and integrity of the solution development process across the three countries.
Implement administrative and financial operations of the Project, ensuring compliance with ethical standards, corporate philosophy, local laws, and Pathfinder International’s policy and contract provisions. 
Promote Pathfinder International by attending meetings, delivering presentations, and cultivating positive, productive relationships with donors, partners, the Ministry of Health, and other governmental agencies.
Develop management policies and procedures to ensure efficiency and quality, and that all resources are in place, adhered to, and in compliance with local laws, donor rules, and regulations.

Basic Requirements (Candidates must meet basic requirements to be considered for this job.)

Basic Requirements:
Proven track record for achieving expected results on donor-funded projects in developing countries. Demonstrated experience in successfully fulfilling performance objectives, including the timely implementation and reporting of donor-funded program activities.
Advanced degree in public health or related field.
10 years’ experience working in developing countries in the health sector and successfully managing a high-paced multi-disciplinary team to achieve development results.
5 years’ experience in managing donor-funded projects from design to implementation to completion in developing countries.
Demonstrated ability to perform at a senior policy level, demonstrated by previous experience in leading the development and implementation of international health sector development programs.
As demonstrated by experience, ability to liaise with senior officials, partners and donor officials.
Demonstrated ability to lead and guide team in the timely completion of all required reporting and performance deliverables under a multi-million USD contract.
Demonstrated ability to manage, motivate, mentor and direct staff while creating a positive team environment.
Ability to present results and products to donor and other key stakeholders.
Fluency in written and spoken English and French.
Position requires up to 35% in-county travel depending upon project needs.
Occasional travel to the US Headquarters may be required
Position requires in-county travel as needed to achieve program objectives.
Occasional travel to the US Headquarters as necessary.
