Requirements:
  • Bachelor Degree in Environmental Management /Science with a bias in environmental planning and restoration.
  • 10 year's professional experience in project planning and environmental management of linear development, restoration and training.
  • Thorough knowledge and understanding of both National and International environmental legislations and International best practices/standards e.g. IFC, IPIECA
  • Experience working on IFC financed linear (pipeline) developments.
  • Work experience in East African context.
  • Practical experience of implementing environmental, social management plans on linear development projects.
  • Proven ability to work independently and meet deadlines.
  • Negotiation, conflict management skills.
  • Good computer skills (MS office, Access, and MS Project)
  • Strong report writing and analytical skills
Job Description:
  • To coordinate all contractors undertaking Environmental studies and projects ensuring that they execute their roles efficiently and to the highest possible standards in terms of both process and outputs; and that there is effective coordination with the National Environmental Management Committee, Tanzania Wildlife Authority, National Forests
  • To ensure there is effective coordination and alignment between environmental projects/studies and other studies being undertaken within Tanzania by the EACOP Project.
  • To take lead in identifying, designing and implementing environmental studies/projects, in-line with project standards to acquire environmental related project permits such as access road modification and road creation, crossing permits, National Forest access as required.
  • To ensure consistency of quality and content to present a unified approach across the project.
  • To liaise closely with H3SE to develop sensible JRA and mitigation for environmental field surveys.
  • To review all sub-contractor environmental reports to ensure quality and scientific validity.
  • To take lead in support of FEED and construction activities in the development and revision of key guiding documents such as access control plans, environmental mitigation and conservation plans. waste management plans, water abstraction and water disposal plans, sewage treatment requirements.
  • To provide a quality supervisory role on all aspects of contractor delivery in conjunction with the Environment Manager, in-line with the project standards.
  • To identify the need for erosion control plans and monitor the implementation thereof in areas along the route with a high risk of erosion.
  • To ensure that all environmental studies and projects are well aligned with the Environment and Social Impacts Assessments (ESIAs) and project requirements.
  • To monitor the restoration of impacted areas, ensuring that restoration is appropriately done to allow viable revegetation.
  • To provide support in ensuring that appropriate specific, realistic, and robust risk assessments, and subsequent mitigation measures, are developed for the field team, and by the contractors for their activities, working in conjunction with the relevant H3SE Superintendent.
  • To support stakeholder management engagement activities by providing environmental expertise as required.
  • To identify environmental related challenges and present to the Environment Manager to ensure that solutions can be found.
  • To report any activities that do not appear to support the proper application of the Mitigation Hierarchy to the Environment Manager.
  • To take the lead in building an open and trusting relationship with Tanzania Wildlife Authority (TAWA) and all relevant government agencies.
  • To contribute to the development of internal and external communication publications in collaboration with the social management team.
  • To provide support in identifying, and devising win-win solutions to, operational/ community environmental related issues
  • To promote and raise awareness, at all levels of the organisation, of the impact of emerging environmental issues whether legislative or best practice. to train staff at all levels in environmental issues and responsibilities. Other tasks which may arise and are related to the performance of the service.
Accountabilities:
  • To identify all environmental permits required for Project execution
  • To identify all environmental studies required to obtain environmental permits
  • To manage the Contracts and Procurement process to contract environmental consultancies to perform required studies to obtain regulatory permits as per Project standards
  • To ensure the timely acquisition of environmental permits to avoid Project delays
  • To engage with regulatory agencies and other key stakeholders to ensure smooth and timely progress of the permitting processes. To work with regulators and develop methods to simplify and speed up their review and consent process
  • To apply and keep track of all permits required and granted and monitor the renewal period
  • To contribute to assessing and identifying risks which might prevent the proper development of the project. To raise awareness amongst the project team on environmental risks and aspects that need to be considered.
  • To ensure the implementation of the Environmental and Social Management Plans (ESMPs) is performed in an effective manner that ensures compliance to requirements of the plans. Get feed-back on the implementation of ESMPs in the field and propose corrective actions where necessary
  • To participate in operational planning meetings, and communicate permitting constraints
