SALARY: Ordinarily Resident (OR): FSN- 8; (Step 1- TZS 28,436,883 through Step 13- 42,655,323 per annum)

Not-Ordinarily Resident (NOR): FP- 6*

*Final grade/step for NORs will be determined by Washington.

The US Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Security Investigator in the Consular Section.

BASIC FUNCTION OF POSITION

Under supervision of the ARSO-I, the incumbent manages a portfolio of complex criminal investigations focused on fraudulent international travel documents, alien smuggling, and terrorist travel. Under guidance from the ARSO-I, manages the basic functions of the ARSO-I Unit. Develops and conducts training in fraudulent document recognition and fraud prevention to Embassy, airline, and host nation personnel. Coordinates directly with a wide range of host nation government and business officials in furtherance of ARSO-I Unit investigations.

MAJOR DUTIES AND RESPONSIBILITIES

40% Develops, conducts, and completes complex criminal investigations focused on trafficking in persons, organized crime, counterfeiting, suspected terrorist activity, and internal malfeasance involving subjects in Tanzania, the United States, and other foreign countries. Writes comprehensive reports of investigation; makes recommendations to arrest, detain, or criminally prosecute subjects; and makes recommendations to deny, revoke, or issue U.S. visas and/or passports based on completed investigations. Travels throughout Tanzania as required in support of investigations. Conducts investigations alone or alongside a variety of U.S. and/or Tanzanian law enforcement agencies as circumstances dictate. Interacts with and interviews potentially hostile and/or violent subjects. Testifies in Tanzanian or U.S. courts in criminal proceedings as required.

20% Manages a demanding and diverse portfolio of investigations to ensure all deadlines are met, all investigations are carried out in order of priority, interrelationships between investigations are noted and analyzed, and relevant information is brought to the attention of the ARSO-I promptly. Monitors and analyzes fraud trends and developments in Tanzania and East Africa, and applies relevant information to ongoing investigations. Maintains a sensitive case-tracking database regarding subjects of international criminal investigations. Engages in liaison with senior and working-level counterparts in the host government and allied embassies in furtherance of said investigations.

20% Develops and carries out training, briefings, and presentations related to the ARSO-I program (such as recognizing fraudulent documents and fraud trends) to Consular and RSO staff, host government officials, airline representatives, and others as required.

10% Manages the use, maintenance, repair, and resupply of ARSO-I office equipment to include at least: two computers, two printers, a scanner, and office furniture for two employees. Maintains and requests expendable supplies for the ARSO-I unit. Manages other ARSO-I funds such as operational and travel funds and manages representational events and funding on behalf of the ARSO-I.

10% Performs duties not otherwise specified as assigned by the ARSO-I.



QUALIFICATIONS REQUIRED

a. Education:

Bachelor's degree in Criminal justice, Law, or Political Science is required.

b. Experience:

Five years’ experience in investigations, police, military, immigration, fraud prevention, U.S. visa processing, and/or U.S. consular operations, is required.

c. Language:

Level IV (Fluent) in English and Swahili (speaking, reading, writing) is required. (This will be tested)

d. Skills and Abilities:

Proficiency in Microsoft Office Suite and Outlook is required.

A valid Tanzanian driver's license is required.

e. Job Knowledge:

Knowledge of how to conduct a law enforcement subject interview and elicit information; how to identify security features in passports; how to identify fraudulent documents; how to document interviews, write reports of investigation in English, and collect criminal evidence in accordance with relevant rules of evidence, is required.
