Overview
The East African Community (EAC) is the regional inter-governmental organisation of the 6 Partner States, namely the Republics of Burundi, Kenya, Rwanda, South Sudan, the United
Republic of Tanzania, and the Republic of Uganda, with its headquarters in Arusha, Tanzania. The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments.

To achieve these objectives, the key building blocks are the Customs Union, Common Market, Monetary Union and ultimately the Political Federation. The EAC started a fully-fledged Customs Union in January, 2010 and implementation of the Common Market in July, 2010 while the East African Monetary Union Protocol (EAMU) was signed in November 2013 and is under implementation.

The Secretariat therefore invites applications from highly motivated and result-driven professionals who are citizens of EAC Partner States to apply for the project positions tenable at the EAC Secretariat detailed below:


1. STATISTICIAN – GOVERNMENT FINANCE STATISTICS EXPERT (REF: EAC/HR/2018-2019/11)
Job Grade equivalent: P2
Job reports to: Project Manager
Job Purpose: To develop compilation of Government Finance Statistics (GFS) and Public Sector Debt statistics (PSDS) aimed at meeting the fiscal and public debt data requirements for monitoring the East African Monetary Union’s macroeconomic convergence program; coordinate the harmonization of the compilation of government finance statistics in the EAC Partner States; and enhance the availability of timely, reliable, and comparable fiscal and public debt statistics among Partner States.

Duties and responsibilities
a. Review and appraise the existing frameworks on compilation of GFS statistics in the Partner States;
b. Coordinate development of regional guidelines/regulations to support harmonisation of GFS and PSDS statistics, taking into account the international manuals (GFSM 2014 and PSDS Guidelines) and best practices;
c. Support partner states in harmonization of GFS through building capacity for Ministries responsible for Finance, Central Banks and National Statistics Offices in compilation of regionally harmonized GFS statistical data;
d. Create a mechanism for generation of relevant current and historical regional fiscal aggregates using the 2014 Government Finance statistics Manual (GFSM2014) framework;
e. Design and maintain comprehensive fiscal and public debt databases including for fiscal and debt surveillance of macroeconomic convergence for EAMU;
f. Provide a platform for comprehensive exchange of experiences and sharing the regional capacities among EAC Partner States;
g. Design and develop a framework for monitoring compliance to regionally harmonized compilation practices;
h. Provide technical backstopping to Partner States at various stages of GFS statistics compilation;
i. Identify challenges in the harmonization process and suggest options for addressing them;
j. Advise on the implementation of studies relevant to the development of GFS in the Community;
k. Prepare Progress and Annual Reports on Status of harmonisation of GFS in the Community; and
l. Perform any other duties as shall be assigned by the Project Manager.

Qualifications and experience
a. A Masters degree in Statistics or Economics or equivalent qualifications from a recognised University/ Institution;
b. Working experience of at least 8 years in compiling Government Finance Statistics (GFS) at national, 3 of which must be at senior level; and
c. Working knowledge in compilation of GFS statistics at regional level will be an added advantage.

Competencies and skills
a. Communication, presentation, computer, conceptual, numeracy, statistical, analytical, writing, and research skills;
b. Demonstrated initiative, personal dynamism and self-motivated;

2. STATISTICIAN – MONETARY & FINANCIAL STATISTICS EXPERT (REF: EAC/HR/2018-2019/10)
Job Grade equivalent: P2
Job reports to: Project Manager
Job Purpose: To develop MFS aimed at enhancing the availability of timely, reliable, comprehensive and comparable financial statistics among Partner States that contribute to the pursuit of sound macroeconomic policies and to the improved functioning of the financial sector in the context of a monetary union.

Duties and responsibilities
a. Coordinate development of regional guidelines/regulations to support harmonisation of Monetary & Financial Statistics and Financial Soundness Indicators (FSI), taking into account the international manuals and guidelines (MFS 2000 and FSI guidelines, 2006) and best practices;
b. Build capacities of Central Banks, other financial sector regulators and National Statistics Offices in compilation of regionally harmonized statistical data;
c. Create a mechanism for generation of relevant regional aggregates using harmonized MFS and FSI data;
d. Create a framework for generating historical data for the regionally harmonized MFS and FSIs data;
e. Update and maintain a comprehensive monetary surveillance database;
f. Provide a platform for comprehensive exchange of experiences and sharing the regional capacities among EAC Partner States;
g. Develop a framework for ensuring compliance to regionally harmonized compilation practices;
h. Facilitate Partner States to adopt the implementation of the MFS 2000 manual and the relevant guidelines necessary for generation of Financial soundness Indicators following the Basle Committee guidelines;
i. Develop a comprehensive monetary surveillance database;
j. Provide technical backstopping to Partner States at various stages of MFS and FSI compilation;
k. Identify challenges in the harmonization process and suggest options for addressing them; and
l. Perform any other duties as shall be assigned by the Project Manager.

Qualifications and experience

b. Working experience of not less than 8 years in compiling MFS/FSI, 3 of which must be at senior level; and

3. STATISTICIAN – EXTERNAL SECTOR STATISTICS EXPERT (REF: EAC/HR/2018-2019/09)

Job reports to: Project Manager
Job Purpose: To develop External Sector Statistics (Merchandise Trade and Balance of Payments) to meet the data requirements for monitoring the East African Monetary Union’s macroeconomic convergence program; and enhance availability of timely, reliable, and accurate regional Merchandise Trade and BOP statistics which are consistent with the requirements of a monetary union.

Duties and responsibilities
a. Coordinate development of regional guidelines/regulations to support harmonisation of merchandise trade and Balance of Payments statistics, taking into account the international manuals (IMTS 2010 and BPM6), compilation guides and best practices;
b. Build capacities of Revenue Authorities, Central Banks and National Statistics Offices, and other key relevant national stakeholders in compilation of regionally comparable merchandise trade and Balance of Payments statistics;
c. Create a mechanism for generation of relevant regional aggregates using harmonized merchandise trade and BOP data;
d. Develop, update and maintain a comprehensive merchandise trade and BOP statistics database(s) to support monitoring and surveillance of the EAC convergence criteria on reserve requirements;
e. Provide a platform for comprehensive exchange of experiences and sharing the regional capacities among EAC Partner States;
f. Develop a framework for ensuring compliance to regionally harmonized compilation practices;
g. Facilitate Partner States to adopt the implementation of the IMTS Manual, BPM6 manual and other relevant manuals necessary for generation of sound merchandise trade and BOP statistics;
h. Provide technical backstopping to Partner States at various stages of BOP statistics compilation;
i. Identify challenges in the harmonization process and suggest options for addressing them; and
j. Perform any other duties as shall be assigned by the Project Manager.

Qualifications and experience
a. A Masters degree in Statistics or Economics or equivalent qualifications from a recognised University/ Institution;
b. Relevant working experience, with at least 8 years in compiling External Sector Statistics, 3 of which must be at senior level; and
c. A working experience in compilation and analysis of Balance of Payments Statistics at Central Banks, National Statistics Offices, or regional/international organization.

5. STATISTICIAN – POVERTY STATISTICS EXPERT (REF: EAC/HR/2018-2019/08)
Job Grade equivalent: P2
Job reports to: Project Manager
Job Purpose: To improve the scope, depth, reliability, availability, comparability and use of poverty statistics to support planning, implementation and monitoring development programs in the Community.

Duties and responsibilities
a. Coordinate and support the harmonisation of survey design (questionnaire. methodology) of the Household surveys in the EAC region, with particular reference to the measurement of poverty;
b. Develop guidelines for the harmonisation/ standardization of the methodology for poverty estimation;
c. Facilitate capacity building at the NSOs, especially in the areas of poverty analysis, and small area estimation methodology to facilitate production of data and poverty maps at lower levels;
d. Promote use of non-monetary methods of poverty estimation such as multi-dimensional index, multi-overlapping deprivation analysis (MODA), assets and wealth index to be used in between surveys for more frequent poverty statistics in the region;
e. Develop and maintain an annual overview brief on poverty in the EAC region. The brief should also highlight data gaps in accordance with the SDGs framework and the national development plans by presenting specific case studies;
f. Coordinate trainings for Planners on the definition and use of the full set of poverty indicators;
g. Identify challenges in the harmonization process and suggest options for addressing them; and
h. Perform any other duties as shall be assigned by the Project Manager.

Qualifications and experience
a. A Master degree in Economics, Development Studies, Statistics, or any other related field;
b. Training in poverty analysis will be an added advantage;
c. At least 8 years of relevant professional experience in research, including statistical work experience with government statistical agencies or international organizations dealing with issues of measurement of poverty, 3 of which must be at senior level; and
d. Experience in survey design with proven experience in the design of household surveys will be an added advantage.

Competencies and skills
a. Should have effective communication, presentation, computer, conceptual, numeracy, statistical, analytical, writing, and research skills. (S)he should also be a good team player;
b. Data analysis skills, with familiarity and hands on expertise of statistical packages like SPSS, STATA software and other statistical software;

6. STATISTICIAN – CONSUMER PRICE INDICES EXPERT (REF: EAC/HR/2018-2019/07)

Job reports to: Project Manager
Job Purpose: To coordinate the development and harmonization of the compilation practices of Harmonised Consumer Price Index (HCPI) for the EAC Partner States to meet the data requirements for monitoring the East African Monetary Union’s macroeconomic convergence program; and enhance the availability of timely, reliable, and comprehensive EAC HCPI suitable for the conduct of a regional monetary policy.

Duties and responsibilities
a. Coordinate the updating/revision of the EAC regional guidelines/regulations for compilation of national and regional HCPIs, taking into account the international manuals, practical guides and best practices;
b. Build capacities of National Statistics Offices and Central Banks in compilation of Harmonized Consumer price Index statistical data;
c. Create a mechanism for compilation of EAC HCPI from national Harmonized Consumer Price Indices;
d. Update and maintain a comprehensive EAC HCPI database;
e. Develop a framework for ensuring compliance to regionally harmonized compilation practices;
f. Create a framework for generation of regional HCPI statistics;
g. Create a mechanism for generation of historical data series of HCPI data;
h. Develop a framework for ensuring compliance to regionally harmonized compilation practices;
i. Facilitate Partner States to adopt the implementation of the CPI manual and the relevant manuals necessary for generation of robust HCPI statistics;
j. Develop a comprehensive HCPI statistics database;
k. Facilitate the creation of a platform for comprehensive exchange of experiences and sharing the regional capacities among EAC Partner States;
l. Provide technical backstopping to Partner States at various stages of HCPI statistics compilation;
m. Identify challenges in the harmonization process and suggest options for addressing them; and
n. Perform any other duties as shall be assigned by the Project Manager.

Qualifications and experience
a. A Masters degree in Statistics or Economics or equivalent qualifications from a recognised University/ Institution;
b. Working experience of not less than 8 years in compiling CPI, 3 of which must be at senior level; and
c. Working knowledge in compilation of Harmonised Consumer Price Indices at national level or regional level is an added advantage.

Competencies and skills

7. STATISTICIAN – NATIONAL ACCOUNTS STATISTICS (NAS) EXPERT (REF: EAC/HR/2018-2019/06)

Job Purpose: To coordinate the development and harmonization of compilation practices of NAS in the EAC Partner States to meet the data requirements for monitoring the East African Monetary Union’s macroeconomic convergence program and enhance the availability of timely, reliable, and comparable NAS.

Duties and responsibilities
a. Coordinate development of regional guidelines/regulations to support harmonisation of National Accounts Statistics, taking into account the international manuals (2008 SNA) and best practices;
b. Build capacities of National Statistics Offices in compilation of regionally harmonized National Accounts Statistics;
c. Develop a framework for ensuring compliance to regionally harmonized compilation practices;
d. Review and appraise the existing frameworks on compilation of NAS in the Partner States;
e. Develop a framework for generation of regional Quarterly and Annual NAS aggregates where necessary;
f. Facilitate Partner States to adopt the implementation of SNA2008 and QNA;
g. Develop a comprehensive NAS database;
h. Provide technical backstopping to Partner States at various stages of NAS compilation;
i. Identify challenges in the harmonization process and suggest options for addressing them; and
j. Perform any other duties as shall be assigned by the Project Manager.

Qualifications and experience
a. A Masters degree in Statistics or Economics or equivalent qualifications in national accounts from a recognized University/ Institution;
b. Relevant working experience, with at least 8 years in compiling national accounts, 3 of which must be at senior level; and
c. Other relevant experiences in compiling supporting statistics such as price statistics, establishment and household surveys, agriculture surveys, business registers, and statistical classifications are an added advantage.

Competencies and skills

8. ADMINISTRATIVE ASSISTANT (REF: EAC/HR/2018-2019/05)

Job reports to: Project Manager
Job Purpose: Provide administrative support to ensure efficient operation of the project through a variety of tasks related to organization and communication.

Duties and responsibilities
The key responsibilities of the Administrative Assistant will include:
a. Process travel arrangements for the staff in the EAC StatDHRP Administration Team and relevant stakeholders;
b. Create requisition of goods and services for the EAC StatDHRP Administration Team;
c. Provide human resource support to the team;
d. Respond to enquiries; provide information and advice to staff regarding their entitlements, administrative procedures and conditions of service under the Staff Rules and regulations;
e. In liaison with the Registry, handle incoming and outgoing correspondences/ mails and draft routine correspondence in response to enquiries on relevant administrative, finance, personnel matters;
f. Coordinate office functions with other offices/sections;
g. Perform functions related to operating office machines such as fax, photocopier, telex, and ensure their routine maintenance;
h. Arrange appointments and meetings as appropriate and schedule meeting venues;
i. Assist in the preparations of meetings in EAC StatDHRP activities and liaise with Lead/implementing agencies and other stakeholders;
j. Disseminate information about meetings, provide secretarial services to meetings and circulate minutes and reports;
k. Assist in the logistical aspects of the Regional Core Team, Executive committee meetings;

10. FINANCIAL MANAGEMENT SPECIALIST (REF: EAC/HR/2018-2019/02)

Job reports to: Project Manager
Job Purpose: To perform efficient and effective financial supervision and management of all funds of the EAC StatDHRP and other related responsibilities as may be assigned from time to time.

Duties and responsibilities
The key responsibilities of the Financial Management Specialist will include:
a. Assess the adequacy of the project financial management systems and their ability to manage and monitor the project. This includes budgeting, policies and procedures, internal controls, accounting, financial reporting and auditing;
b. Provide implementation support and carry out supervision work to ensure that project financial management systems are functioning appropriately, including the review of periodic interim financial reports;
c. Provide auditors with all the relevant information necessary to carry out their engagement;
d. Review audited financial statements, and address financial management issues raised in the audit reports;
e. Collaborate with stakeholders (World Bank, other Development Partners, Partner States etc.) on financial matters for project implementation;
f. Review and approve quarterly Interim Financial Reports (IFRs) prepared by the project Accountant within 30 days from the end of the quarter;
g. Prepare and submit to the Project Manager annual financial statement in accordance with the IPSA (International Public Sector Accounting Standard)/IFR (International Financial Reporting Standard) and Financial Plan approved by the EAC and the World Bank;
h. Implement accounting internal control systems and procedures, using internationally accepted control frameworks to ensure safe custody of all financial documentation;
i. Perform any other duties as shall be assigned by the Project Manager.

Qualifications and experience
a. Masters degree, from a recognized University, in either, Finance, Business Administration (Finance or accounting), Accounting or any other related field;
b. Professional qualifications in Finance such as ACCA, CPA, CIMA or equivalent;
c. Related working experience of not less than 8 years, 3 of which must be at senior level; and
d. Knowledge of grant management procedures at national, regional or international level will be an added advantage.

Job reports to: Head of Statistics
Job Purpose: Responsible for the day-to-day management and implementation of the Project, including all substantive administrative matters and is the reference person for technical and functional matters in each work stream and is in charge of the organization of activities with the Partner States and service providers (for goods and services), and other stakeholders.

Duties and responsibilities:
a. Manage and coordinate project activities, from technical, administrative and financial points of view, applying strategic planning and systematic coordination of project activities;
b. Prepare annual work plans, procurement plan and training plans in line with the RSDPII and project document;
c. Prepare realistic annual budget in line with the work plans and following EAC budget process guidelines;
d. Be in charge of the overall project implementation (quarterly and annual work plan, procurement plan and budget), monitoring and evaluation
e. Supervise the Project personnel and ensure effective communication and coordination between the Project, the EAC Secretariat, Partner States and the World Bank;
f. Ensure proper professional relationships with relevant national and international partner agencies, on relevant development programmes/ projects;
g. Ensure the project implementation complies with the Project Management Plan;
h. Address business and technical issues, mitigate project risks and propose changes in project scope as necessary;
i. Ensure timely validation of technical and functional deliverables;
j. Provide Secretariat services in the meeting of the project Steering Committee and other relevant meetings;
k. Responsible for project reporting; and

a. Masters degree in either Statistics, Economics, or any other related field from a recognized University;

Job Purpose: To enhance the database management and dissemination EAC socio-economic statistics in EAC, it’s Partner States and other stakeholders.

Duties and responsibilities
a. Enhance the development, update and maintenance of the statistics databases at the EAC Secretariat to support effective dissemination of EAC statistical data;
b. Build the capacity of the Partner States to maintain and regularly update their Open Data Platform (ODPs) to support exchange of statistical information;
c. Advise on appropriate national and regional frameworks for statistical databases management;
d. Identify challenges to timely data exchange at Partner States and EAC level and develop pragmatic proposals for address them;
e. Ensure the quality of EAC statistics portal and databases and their timely updating;
f. Liaise with international agencies to champion adoption of a data sharing technology for the region (such as SDMX technology), that overcomes the differences in database architectures adopted by various producers of data to ease data and metadata sharing in the Community;
g. Provide technical backstopping to Partner States at various stages of database development and management;
h. Establish a framework for regular and timely submission of statistical data to the Secretariat and ensuring compliance to the agreed submission deadlines;
i. Provide a platform for comprehensive exchange of experiences and sharing the regional capacities among EAC Partner States; and
j. Perform any other duties as shall be assigned the Project Manager.

Qualifications and experience
a. A Masters degree from a recognised University/ Institution in either Statistics; mathematics, Computer Science, Information Technology or related field;
b. At least 8 years demonstrated experience in design. development, and management of statistical data bases , 3 of which must be at senior level; and
c. Certificate in either Microsoft Access, SQL Server or any other professional certification will be an added advantage.

a. Excellent knowledge of database software including ACCESS, STATA, SPSS, R, and/or other statistical programmes;
