Shinyanga Urban Water Supply and Sanitation Authority (SHUWASA) is an Autonomous Utility which was established under section 3(I) of Cap. 272 of 1997 as reviewed by section 60 of the
Water Supply and Sanitation Act No.12 of 2009. SHUWASA is charged with the overall responsibility of operations and management of potable clean water supply and sanitation services within Shinyanga municipality. SHUWASA performs its duties under the supervision of the Executive Board of Directors with functions and responsibilities well stipulated in the Water Works Ordinance and Memorandum of Understanding (MoU) between the Ministry of Water and SHUWASA.
Shinyanga Urban Water Supply and Sanitation Authority (SHUWASA) is hereby advertising to the public invitations for applications from dynamic, energetic, dedicated, qualified, motivated, experienced and performance driven male and female Tanzanians to fill the following vacant Posts below: –
1.0 TECHNICAL MANAGER ( RE-ADVERTISED)
A successful candidate reports to the Managing Director; shall ensure the performance of all water supply and sewerage systems according to agreed performance and public health standards.
Key Duties and Responsibilities
i) Shall be head of the Technical department responsible for water production, water distribution, and waste water disposal; planning, designing and construction, maintenance and repair activities of the Authority
ii) Shall be responsible for the performance of all water supply and sewerage systems according to agreed performance and public health standards.
iii) To develop the reporting and information requirements for monitoring operating performance of water production, sewerage, and maintenance and repair operations.
iv) Oversee the prudent management of the Authority’s resources, and maintains proper records of those resources;
v) Ensure smooth running of all Authority`s Projects from project inception to implementation stage.
vi) Perform such other related duties as may be assigned by the Managing Director from time to time.
Qualifications:
i) Must be a Graduate with Degree in Engineering (preferably in civil/ mechanical engineering, water resources engineering or water and sanitation) from a recognized university and must be Professional registered Engineer with Engineer’s Registration Board of Tanzania
ii) Holds a Masters Degree in Civil or Mechanical Engineering/Water Resources Engineering/Business Administration from a recognized university.
iii) At least 7 years working experience in the water sector, 5 of which must have served sufficiently in a senior position.
iv) Must possess computer literacy, preferably in one or more design and drawing programmes and must have Strong negotiation and analytical presentation skills.
v) Age Limit – Not above 45
2.0 HUMAN RESOURCES &ADMIN MANAGER
The Human Resources & Administrative Manager is the head of Human Resources & Administration
Department responsible for human resources, administration and transport. A successful candidate will be reporting to the Managing Director and shall perform his/her duties and responsibilities according to the Tanzania employment Standards.
Key Duties and Responsibilities
i) Oversees or provides instruction to employees on HR policies, procedures and benefits. Responds to inquiries regarding policies, procedures and programs.
ii) The Human Resource and Administrative Manager shall be responsible for efficient and
effective management of human resources and administration matters of the Authority.
iii) Ensuring that all Authority is guiding manuals such as labour laws, SHUWASA staff regulations and scheme of service are adhered to.
iv) Proved advice and counsel to management areas like employee relations performance management, career development, delivery of training initiatives, salary administration and compliance with SHUWASA initiatives and programs
v) To ensure annual performance appraisal for all staff is carried out by using open Performance Review and Appraisal System
vi) Performing other duties as may be directed by the Managing Director
Qualifications:
i. Must be a Graduate with Degree in Human Resources Management/Public Administration from a recognized university and a certificate of proficiency examination for human resource officers (PHR).
ii. Must be a hold of Post graduate degree in Human Resources Management/Public
Administration or Business Administration from a recognized university.
iii. At least 7 years working experience as human Resources or Administrative Officer from a
reputable organisation, 5 of which must have served sufficiently in a senior position.
iv. Must have strong advising skills, comprehensive understanding of HR principle, in depth knowledge of employment laws and experience in resolving employee relations issues.
v. Strong relationship building, Communication, and problem solving or analytical skills.
vi. Excellent interpersonal, organizational, oral and written communication skills.
vii. Computer literacy, preferably in two or Accounting Software, and HR Software .
viii. Age Limit – Not above 45
3.0 WATER NETWORK ENGINEER
The holder of this position heads the water network Section and is responsible for carrying out management, development and maintenance of the water supply network. The outputs of this position are thus reflected in the quality of water supplied, effectiveness of the network and its development.
Key Duties and Responsibilities
i. Supervises all water network maintenance and development plans activities in accordance with systems procedures agreed with the Technical Manager;
ii. Maintains proper records of the water network inventory and monitors all factors that might impinge on the supply of water in the network;
iii. Coordinates with the Customer Services Department in handling customer complaints relating to the water supply;
iv. Allocates assignments to subordinate staff and monitors their performance to ensure that jobs are done effectively and efficiently;
v. Oversees right quality and quantity supply of water to customers;
vi. Foresees the rehabilitation and maintenance of the water network infrastructures;
vii. Prepares periodic reports outlining the performance of the water network Section and the status of the network;
viii. Performs such other related duties as may be assigned by the Technical Manager from time to time.
Qualifications:
i. The holder of this position must have a degree in
civil/ /Mechanical engineering from a recognized university.
ii. Must be Professional registered Engineer with Engineer’s Registration Board of Tanzania
iii. Three years experience in the water services industry
iv. Must possess computer literacy, preferably in one or more design and drawing programmes and must have Strong negotiation and analytical presentation skills.
v. Age Limit – Not above 45
4.0 WATER PRODUCTION ENGINEER
The holder of this position will work in the water production Section and will be responsible for all Authority operations at the dam, the pump station, and the treatment plant. The outputs of this position are thus reflected in the quality of water produced and the efficiency in the Section’s operations as a whole.
Key Duties and Responsibilities
i. Supervises all water production services in accordance with systems and procedures agreed with the Technical Manager;
ii. Maintains proper records of water quantity and quality in the dam, and monitors all factors that might impinge on the water production process;
iii. Oversees water production processes to ensure they are conducted in accordance with set standards and procedures;
iv. Oversees the work of the pump station and ensures that all operations proceed in accordance with set standards and procedures;
v. Oversees the storage and usage of all chemicals used in the water production Section;
vi. Allocates assignments to subordinate staff on a daily basis and monitors their performance to ensure that jobs are done effectively and efficiently;
vii. Prepares periodic reports outlining the performance of the production Section and the status of water production;
viii. Undertakes the preparations of planning, designing and construction of water production development and modernization;
ix. Foresees the rehabilitations and maintenance of water production infrastructures;
x. Oversees environmental protection and conservation of the water source and liaise with other bodies on conserving the water catchments area;
xi. Performs such other related duties as may be assigned by the Technical Manager from time to time.
Qualifications:
i. The holder of this position must have a degree in civil/ /Mechanical engineering from a recognized university.
ii. Must be Professional registered Engineer with Engineer’s Registration Board of Tanzania
iii. Two years experience in the water services industry.
iv. Must possess computer literacy, preferably in one or more design and drawing programmes and must have Strong negotiation and analytical presentation skills.
vi. Age Limit – Not above 45
5.0 IT TECHNICIAN
The post require a candidate with broad understanding of hardware and software, operating systems and basic computer programming
Key Duties and Responsibilities
i. Assist in installation, configuration and ongoing usability of system hardware and software
ii. Offer daily operations and systems support to personnel
iii. Verify functionality of hardware and software components
iv. Troubleshoot hardware and software issues in person, remotely and via phone
v. Ensures smooth running of all ICT systems, including ensuring of security of data from internal and external attack, anti-virus software, print services, internet, intranet and email provision,
vi. Manages crisis situations, which may involve complex technical hardware or software problems.
vii. Conduct daily database and network backup operations
viii. To install software and perform tests on computer equipment and programs.
ix. To conduct minor repairs and computer parts ordering.
x. Perform any other duties as assigned by the supervisor
Qualifications:
i. Diploma in Computer Science, Information Technology or related field from recognised institution.
ii. 2+ years’ experience in computer networks and systems maintenance
iii. Familiar with one or more billing systems preferably Smart Billing Software

6.0 DRIVERS (2 Posts)
Successful candidates will be reporting to HR-officer and will have an overall responsibility of driving Authority vehicle.
Key Duties and Responsibilities
i. Keep and maintain the vehicle and accessories in good condition
ii. Supervise and verify regular servicing and repairs of the vehicle.
iii. Carry and deriver mail and parcels from SHUWASA to other offices.
iv. Maintain vehicle log book and record all movements accurately and timely.
v. Verify repair undertaken on the Vehicle.
vi. Report on major problems of vehicle
vii. Ensure that the steps required by rule and regulations are taken in case of involvement in accident.
viii. Perform any other duties related to the position as my be assigned by the supervisor.
Qualifications:
i. Holder of Form IV certificate and Trade Test I (Driving and Mechanics) with clean and valid class C driving license, with at least years 5 vehicle driving experience. Mechanics knowledge will be an added advantage
ii. Attended Executive Driving course offered by any reputable institution Experienced in driving public vehicles
iii. Fluent in both English and Swahili languages

7.0 METER MANAGEMENT TECHNICIAN GRADE III
Successful Candidate will be in charge of all waters installed to Customer in ensuring their accuracy in measuring water to customers
Key Duties and Responsibilities
i. Preparing individual and zone-wise monthly meter reading targets for timely reading of meters.
ii. Keeping accurate records of all monthly meter Readings data.
iii. Verifying the correctness of meter reading data through unplanned surprise checks of customer meters.
iv. Maintain and report records of faulty meters.
v. Inspecting and verifying the daily meter reading targets for individual meter readers and take necessary steps.
vi. Collecting notifications on faulty meters and prepares necessary reports.
vii. Analyzing the daily, weekly and monthly reports to determine and control the performance all meter reading data.
viii. Preparing complaining customers meter related reports on weekly, monthly and annually basis
Qualifications:
i. Holder of an Ordinary Diploma in Water Resources and Form IV/VI with FTC in Water Resources and Sanitary Engineering from recognized Technical College.
ii. Candidate must possess three years working experience in meter management.
8.0 METERSHOP ATTENDANT
The applicant will be responsible in repairing all non working water meters from customers
Key Duties and Responsibilities
i. Repair non working water meters
ii. Regular testing all water meter to measure their accuracy
iii. Timely attend to customer’s complaints regarding water meters.
iv. Performing any other duties as may be assigned by the supervisor.
Qualifications:
i. Holder of Form IV/VI with Level III (Grade Test I) Certificate in Water Resources/ Sanitary/Civil Engineering from recognized Technical College.
ii. Must know how to read and write
9.0 CUSTOMER SERVICE ASSISTANT
Holder of an Ordinary Diploma in in Business Administration, Marketing and Water Resources
Engineering with Form IV/VI Certificates from a recognised institution and a three [3] years working experience in Customers Relations operations
Key Duties and Responsibilities
i. Assisting the Customer Service Officer in promoting the activities and good public understanding of the Authority.
ii. Providing accurate water bills to customers who come to collect their bills at the office.
iii. Ensuring that all identified vulnerable people are provided with free water at accurate amount using accurate procedures.
iv. Ensuring that new customers are registered with the right account numbers at the right zone.
v. Providing accurate water kiosks bills and making sure that the bills are paid on weekly basis.
vi. Keeping proper records of new customers.
vii. Listening to customers and providing the solutions for their problems.
viii. Performing any other duties as may be assigned by Supervisor
