JOB VACANCY – CLINICAL OFFICER

Title:                         CLINICAL OFFICER
Direct Reports:      Medical Doctor/ Activity Manager (if any)
Position status:     Full-time
Nationality:           Tanzanian
Location:                Nduta Refugee Camp, Kibondo District

Job Summary
Organize and ensure medical consultations for patients and/or a target population providing treatment to patients within the scope of his/her medical competencies and referring patients with conditions falling beyond his competencies, in order to guarantee quality and efficiency of the service provided. This will be done in accordance to the context, MSF protocols, procedures and the universal hygiene standards.

Required Criteria
Minimum Educational Qualification: Clinical Medicine Diploma
 (NOTE: Those without minimum Clinical Medicine Diploma need not apply)
Experience: Mandatory 2 years of previous experience (previous experience in other NGO’s an asset)
Languages: English/French (fluent, oral & written). Swahili is an asset.
Competences: Results, teamwork, flexibility, commitment, service.

Main Responsibilities
o   Ensure the implementation and standardization of MSF clinical policies, tools, and hygiene protocols
o   Promote and maintain confidentiality regarding all patient cases and records
o   Implement diagnose, prescription and prevention procedures that fall under the scope of his/her competencies
o    Participate in the planning and supervising, in close coordination with other supervisors, the HR processes (sizing, staff shifts, recruitment, training, evaluation, development and communication) of the team
o   Carry out first aid care and treatment according to protocols in case of an emergency
o   Record in individual patient’s card and registration books all medical activities
o   Participate in data collecting and reporting when required
o   Know and implement Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, providing them information regarding their health state and responding to their questions.
o   Know and promote the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol.

Job Summary
Assist in nursing activities with hospitalised patients, according to nurses and doctors prescriptions, protocols applied in service and universal hygiene standards, in order to ensure delivering a comfort care and a proper management of patients’ basic needs.

Required Criteria
Minimum Educational Qualification:  Nursing Enrolment Certificate (NOTE: Those without Certificate need not apply)
Experience: Mandatory 2 years of previous experience (previous experience in other NGO’s an asset)
Languages: English/French (fluent, oral & written). Swahili is an asset.

Main Responsibilities
o Assist the nurse in organizing and providing care and treatments to patients
o Ensure cleanliness of his/her working environment
o Compensate patients’ possible lack of autonomy by assisting and helping them in feeding, personal hygiene, movements and general comfort.
o Participate in the surveillance and monitoring of the patient and report to the nurse.
o Give response to nurse’s requirements in case of an emergency.
o Participate in the basic health education sessions, monitoring of nursing activities and ensure a relevant transfer of information between duty teams.
o Report any problem arising in the care unit.
o Work together with the nurses, cleaners and care-takers.
o Participate actively in the hospital platform (meetings, committee,.) and trainings
o Participate in any other related activities as requested by the line manager
