On behalf of the Vice – President’s Office, Secretary of the Public Service Recruitment Secretariat invites qualified Tanzanians to fill a vacant post of the Director General of National Environment Management Council (NEMC).

1.0 Background

NATIONAL ENVIRONMENT MANAGEMENT COUNCIL (NEMC).
The National Environment Management Council (NEMC) came into being in 1983 when the Government of
Tanzania enacted the National Environment Management Act No. 19 of 1983. NEMC was established with a broad mandate in response to the national need for such an institution to oversee environmental management issues and also implement the resolutions of the Stockholm conference (1972), which called upon all nations to establish and strengthen National Environmental Councils to advise Governments and the International Community on environmental issues.

The enactment of Environmental Management Act No. 20 of 2004 (EMA, 2004) by Parliament in October, 2004 repealed the National Environmental Management Act No.19 of 1983 and re-established NEMC. EMA 2004 provides for a legal and institutional framework for sustainable management of the environment, prevention and control pollution, waste management, environmental quality standards, publicparticipation, environmental compliance and enforcement. Furthermore, it gives NEMC mandates to undertake enforcement, compliance, review and monitoring of environmental impacts assessments, research, facilitate public participation in environmental decision-making, raise environmental awareness and collect and disseminate environmental information.

1.1.1 POST:
DIRECTOR GENERAL OF NATIONAL ENVIRONMENT MANAGEMENT COUNCIL (NEMC)

1.1.2 DUTY DURATION: FIVE YEARS (5) RENEWABLE PERFOMANCECONTRACT

1.1.3 DUTIES AND RESPONSIBILITIES:
The Director General shall be responsible for Coordination and Management of the NEMC. The Director General shall be the Accounting Officer and shall work under the directions of the Board of Directors. The Director General shall also be responsible for:-

 Day to day management of the Council.
 Development and implementation of Council’s plans.
 Annual Review, Monitoring and Evaluation of the Council performance.
 Preparation of Annual Reports and Financial Statements of the Council for submission to relevant Authorities.
 Management of Financial Resources and Properties.
 Management and Development of Human Resources.
 Ensuring development and sustainability of the Council and,
 Advising the Board of Directors on formulation of policies and theirimplementation

2.0 QUALIFICATIONS AND EXPERIENCE
i. Master’s Degree either in Environmental Science, Environmental Law,Environmental Engineering, Environmental Health Science, Environmental Economics, or Natural Resources Management.

ii. Minimum of Eight (8) years of experience holding Senior Management Position in the Public Service or reputable private organization.

iii. PhD will be added advantage.

iv. The ideal candidate is also expected to have the following qualities:-

 Person of moral character, proven integrity and professional competence.
 No conflict of interest with the Council activities and
 Visionary innovative and results – oriented and
 Age should not be above 55 years by April 2017.

3.0 REMUNARATION:
Attractive remuneration package in accordance with NEMC’s Salary Scale.

vii. Presentation of forged academic certificates and other information in the CV will necessitate to legal action

viii. Applicants employed in the public service should route their application letters through their respective employers.

ix. Applicants who have/were retired from the Public Service for whatever reason should not apply.

x. Applicants should indicate three reputable referees with their reliable contacts.

xi. Certificates from foreign examination bodies for ordinary or advanced level education should be certified by The National Examination Council of Tanzania (NECTA)

xii. Certificates from foreign Universities should be verified by The Tanzania Commission for Universities (TCU)

xiii. The attachments shall include one recent passport size photos; certified copies of academic certificates, transcripts and the applicant’s birth certificate. Deadline for application is 24th April, 2017
