For over half a century, Tanzania has been a country of asylum, hosting one of the largest refugee populations in Africa. At present there are 66,370 Congolese refugees, many of whom have lived in Tanzanian camps for 20 years. Tanzania also now hosts 167,000 Burundian refugees, many of whom arrived over the last 16 months as violence in Burundi increased.  Refugees continue to arrive at a rate of 300 persons per day, and are received at a dozen reception centers close to the Burundian border, before being transferred to a longer-term refugee camp.


Within this context, IRC provides protection and basic assistance in the areas of gender-based violence / women’s protection and empowerment,child and youth protection and development, community-based rehabilitation for persons with disabilities and special needs, livelihoods, mental health services andprimary health careat the border posts and reproductive health for the Burundian and Congolese in refugee camps in the Kigoma region.

The Women’s Protection and Empowerment program in Tanzania has worked to strengthen gender-based violence (GBV) service delivery, help survivors heal, mobilize communities to prevent violence, and promote women and girls’ inclusion. The IRC works to ensure GBV survivors have access to life-saving care, improved protection and envisions a country in which women and girls are respected, have access to essential services and opportunities, and live free from violence. The IRC Tanzania has been implementing GBV programs in refugee camps.

Position:              Women’s Protection and Empowerment (WPE) Monitoring and Evaluation (M&E) Manager.

SCOPE OF WORK:

IRC is seeking a Women’s Protection and Empowerment (WPE) Monitoring and Evaluation (M&E) Manager. Under the direct supervision of the WPE Coordinator and oversight/technical supervision of the M&E Coordinator, the WPE M&E Manager will participate in the design, implementation, monitoring and evaluation of WPE programs at the Nduta, Mtendeli and Nyarugusu Refugee Camps.

The WPE M&E manager will work with WPE managers and supervisors to track implementation of indicators in the project documents, build the M&E capacity of sector staff , develop robust M&E systems that feed into evidence based learning in the WPE funded projects. S/he will provide and support the development of data collection toolsfor the various indicators and keep accurate and updated records to inform timely and quality reports
The M&E manager will support evaluation processes at the end of projects when needs arise. S/he will support internal program planning and review processes to assess the success of interventions, identify areas for improvement and document lessons learnt and good practices. She/he will work with WPE Managers and supervise two GBVIMS data officers based in Kibondo and Kasulu in the Kigoma region. The position will play a critical role in increasing the capacity of staff to effectively monitor progress on indicator targets as well as manage qualitative and quantitative data collection to monitor progress and evaluate impact. S/he in collaboration with the WPE Coordinator and the Senior WPE Managers will support the preparation of internal and donor reports and will be directly responsible for  reporting on progress against indicators and quality assurance. S/he will be self-sufficient and undertake all administrative, logistical and management work as may be needed for the delivery of the tasks. The WPE M&E Manager will work closely with other M&E persons within IRC in creating and maintaining a robust M&E system of the Tanzania country program.



Responsibilities

• Based on outcomes, guide and coordinate implementation of a robust M&E system within the sector for all objectives, indicators and activities that is consistent across locations and feeds into evidence-based programming.
• Supervise two data officers in ensuring quality of data entered into thevarious WPE databases.
• Build capacity of WPE staff in understanding indicators, provide on  job support and mentoring and design trainings on data quality, management and analysis based on staff and M&E needs and conduct follow up of each training.
• Review existing M&E tools, systems and approaches and design various WPE data collection tools, lead data collection processes and ensure high-quality data is collected.
• In collaboration with the WPE Coordinator and managers, ensure that ethical and sound data collection and information management systems are in place and staffs are trained on them in all locations.
•  In collaboration with WPE Managers, Senior Manager, play a leading role in adaptation of tools and methodologies for GBV rapid assessments to identify protection concerns among women and girls, risk factors for GBV, and assess available services and gap. 
• Work closely with the M&E Coordinator in strengthening the IRC Tanzania country program M&E system and roll out a comprehensive M&E plan with corresponding data collection and analysis tools aligned with agreed work plans, the log frame, and performance indicators.
• Perform data analysis to inform reports, programming and gap areas.
• Perform other M&E related duties within WPE as assigned by the sector head and the M&E Coordinator.

Reporting and Compliance:

• Support program activity reporting and indicator tracking and analyze project reports and synthesize across WPE sites on monthly, Bi-annually and annuallybasis in accordance with expected results
• Work closely with relevant Managers, and Senior Manager to ensure timely and high-quality IRC and donor reports on activities, indicators and achievements are produced

Program Review, Learning and Evaluations 

• Analyze and summarize data and ensure effective data use by program staff.
• Document, disseminate and apply good practices and lessons learnt in the program planning. 
• With support from the WPECoordinator and the Sr. WPE Manager, plan, design and implement internal program reflection meetings and evaluation to inform learning.

Qualifications:

• Minimum Qualification is a Degree in social sciences, such as gender studies, public health, social work, humanities or other related discipline. 
• 3-6 years of relevant program monitoring and evaluation experience, preferably within a humanitarian or post-conflict environment. 
• Experience working in the area of gender and development, violence against women, advocacy and policy, ideally in a post conflict setting. 
• High level of computer proficiency in data management and analysis packages, including Excel, and various office applications with proven experience in building staff capacity in areas around data collection, management and analysis.
• A proven ability to work in a team, demonstrate leadership and professionalism through a style of mutual accountability.
• Solid writing skills in English. English and Swahili required, knowledge of French and Kirundi an advantage.
• Willingness to relocate to Kasulu, Kigoma.
