History: When Touch Foundation launched in 2004, Tanzania faced a daunting healthcare environment.
Tanzanian life expectancy was declining, infant and under-five child mortality was increasing, and Tanzania’s physician density was among the lowest in the developing world, even when compared to its sub-Saharan African neighbors. Lowell Bryan, a Director Emeritus at McKinsey & Company, founded Touch to address this crisis. His aim was to combine the best of private and public-sector approaches and expertise to increase access to essential quality healthcare for those who need it most. We do so by designing and testing solutions based on a data-driven problem-solving model, to ensure our programs are efficient, locally-led and tailored to the environment we operate in.
Position Summary: We are seeking Program Managers to play a lead role in program operations in Tanzania. Under the supervision of Touch’s leadership, the Program Managers will be responsible for implementing major programs on the ground, managing partners and donors, monitoring activities, and contributing to the development of future programs. The Program Managers will be supported by project managers and analysts under their direct supervision to implement projects across multiple regions in the Lake Zone of Tanzania, while also providing technical advisory directly to the highest government authorities, including the President’s Office and the Ministry of Health. He/she will work under the overall direction of our Chief Program Officer, a former McKinsey Senior Engagement Manager. Responsibilities of the role may be adapted based upon the experience of the successful candidate.

  • Manage implementation of multiple projects on the ground, with direct responsibility on budgeting, scheduling, partner engagement, donor relationships and reporting
  • Participate in decision-making and problem-solving with program leadership to develop and plan Touch’s interventions on the ground
  • Contribute to strengthening Touch’s profile with major donors and implementing partners, including USAID, Government of Tanzania central authorities, international organizations and prospective funders
  • Own and manage relationships with program partners, including sub-contractors, vendors and other local and international partners, ensuring that they deliver on agreed upon objectives within timeframe and budget
  • Collaborate with program team to undertake effective monitoring and evaluation of the programs
  • Conduct data analyses and prepare reports on program implementation progress and impact for management, donors or other stakeholders
  • Assist with compliance with USAID and other donor requirements, Government of Tanzania relevant regulations, and organizational policies and procedures
  • Contribute to expanding Touch’s knowledge of the Tanzanian health system and international public health issues, including relationships with main stakeholders
  • Assist with preparation of funding proposals
  • Contribute to suite of communication vehicles, including conference presentations, articles, and marketing materials
  • Communicate regularly and effectively with various program partners
In addition to the mentioned program responsibilities, if based in Mwanza, the Program Manager will serve as the office leader for Touch’s office there, providing general supervision of administrative staff and maintenance of office’s processes and culture
  • If based in Mwanza, serve as Touch’s main full-time representative there contributing to the organization’s presence on the ground and relationships with key local stakeholders
    As job vacancy announcements cannot be exhaustive, the Program Managers may be required to undertake other duties that are broadly in line with the above key duties. A minimum 2-year work commitment is required from the successful candidate.Qualifications Of Successful Candidate
    • Minimum 4 years relevant professional experience in project management, management consulting experience strongly preferred
    • Masters or Doctorate degree in relevant field (e.g. MPH, MBA, MPA, MD, international development) or equivalent demonstrated professional experience
    • Prior management and/or consulting experience in a developing world environment preferred
    • Experience working with donor regulations, in particular with USAID funded programs
    • Experience in program monitoring, evaluation and reporting
    • Leadership, organizational and problem-solving skills and excellent attention to detail
    • Strong analytical abilities, both quantitative and qualitative
    • Excellent oral and written communication skills, especially in the functional use of Excel, PowerPoint and Microsoft Word
    • Solid relationship-building skills and cross-cultural sensitivity: ability to interface with external constituents from a variety of backgrounds
    • Good judgment and discretion to represent the Touch Foundation in a highly professional manner, as well as respect for local “culture.”
