The WBG consists of five specialized institutions: The International Bank for Reconstruction and Development (IBRD); the International Development Association (IDA); the International Finance
Corporation (IFC); the Multilateral Investment Guarantee Agency (MIGA); and the International Centre for the Settlement of Investment Disputes (ICSID). IBRD and IDA are commonly known as the World Bank, which is organized into six client-facing Regional Vice-Presidencies, several corporate functions, and - as of July 1, 2014 - has introduced fourteen Global Practices (GPs) as well as five Cross-Cutting Solution Areas (CCSAs) to bring best-in-class knowledge and solutions to regional and country clients.
THE WATER GLOBAL PRACTICE, REGIONAL AND COUNTRY UNIT CONTEXT
Population increase and rapid economic development in recent decades has led to increasing pressure on inadequate sanitation, drainage, sewerage and water supply services across the world. There are acute challenges relating to water resources management, irrigation, urban/rural water supply and sanitation. The Water Global Practice (GP) was established to support national and sub-national clients to strengthen their capacity to deal with these problems. By December 2015, the Water GP was responsible for a portfolio of about US$ 24 billion and another US$ 7.1 billion of water operations are managed by other GPs. Intensive technical assistance activities have been conducted and further activities are under preparation.
A key responsibility of the GP is to provide professional expertise and operational support to other GPs to implement the WBG’s twin goals to deliver sustainable development results through the WB-supported operations. The GP comprises of about 300 staff working across the full range of the water sector agenda including rural and urban sanitation, provision of water services, integrated water resource management as well as irrigation. The Water Global Practice is headed by a Senior Director and two Directors, with nine regional Practice Managers as well as two additional Practice Managers responsible for Global Programs. In addition to these managers, the Water Global Practice Leadership team also includes four Global Solutions Leads that work across all regional programs. One of the Global Solutions Groups focuses on water service delivery (WSS).
In Tanzania, the water GP is supporting a program to improve water supply and sanitation in Dar es Salaam, and engaged in the preparation of a rural water and sanitation project to address poverty. Separately, the Bank is also engaged in dialogue to support water resources management to support economic development. and surrounding areas. This follows from the previous engagement that supported a countrywide and sector wide water program approach that helped improve water service availability in rural and urban areas of Tanzania.
Duties and Responsibilities:
Working under the supervision of the GP Manager, and in direct collaboration with specified Task Team Leaders (TTLs), the successful candidate will support the Water team’s work in Tanzania by:
• Contributing to project preparation as necessary, including a variety of operational tasks, including but not limited to technical analyses, participation in the design and development of specific project components, defining project implementation arrangements, coordinating inputs into project documentation and processing as well as participating in loan negotiations;
• Participating in project supervision, including day to day monitoring, field supervision, review of procurement plans, assessing progress with meeting key project outcomes and indicators and contributing to supervision documentation, Trust Fund status reports, Implementation Status Report (ISR) and Implementation Completion Reports (ICR);
• Reviewing detailed engineering designs, costs and procurement documents and providing input into drafting of no objection letters to clients based on the outcomes of the review;
• Contributing to the promotion of appropriate technologies with low costs in the water/sanitation sector;
• Developing terms of reference for consultancy services for a range of tasks related to projects and analytical work;
• Supporting the preparation of AAA/TA and knowledge deliverables in the water/ sanitation sectors, through research, analysis and writing;
• Providing technical support to the task teams, as needed. Liaising closely and coordinating the water/sanitation activities with other GPs and the Tanzania Country Management Unit (CMU) as well with bi-lateral and multi-lateral donors and international institutions to further strengthen partnerships; and
• Monitor and provide advisory support for the adherence to World Bank’s operational policies and quality requirements in technical and fiduciary due diligence. In addition, the candidate will contribute to development of new projects and the mobilization of resources and expertise for their realization.
Selection Criteria:
• A minimum of 5 years relevant professional experience, and Master’s degree or equivalent combination of education and experience.
• Broad-based work experience and thorough knowledge of supply and sanitation; ability to develop, analyze and articulate project related issues; and a demonstrated ability to diagnose problems and propose reliable solutions.
• Practical experience of working closely with line ministries in client countries, or with multilateral and bilateral agencies in the country.
• A broad understanding of Tanzania’s water and sanitation sector policies, strategies, institutions, and regulations relevant to operational or analytical work; demonstrated credible and effective engagement with water institutions to support operational and analytical work outcomes; and support client efforts to address weaknesses in its policies, strategies, institutions, and regulations.
• A solid track record of conducting effective policy dialogue with state counterparts, including communication on difficult issues and positions with senior management and government officials.
• Proven ability to integrate and bridge between operational and technical assistance programs.
• Exceptional written and oral communications skills in English.
