Towards inclusive Participation in Political System through Political Parties
A European Union (EU) funded project implemented by Netherlands Institute for Multiparty Democracy

(NIMD) in partnership with Tanzania Centre for Democracy (TCD)

Founded in 2005 by five parliamentary political parties (CCM, CHADEMA, CUF, TLP & UDP), Tanzania Centre for Democracy (TCD) is a non-partisan, non-religious and not-for-profit political parties' membership organization. TCD serves as a forum for dialogue among political parties on issues of national importance. It is a joint multi party initiative with the aim of working together to promote, strengthen and sustain multiparty political system in Tanzania. Parties therefore cooperate with the view of enhancing and deepening multiparty democracy by working together through dialogue, mutual consultations and developing and implementing an agenda for democratic development.

TCD has entered into a partnership with the Netherlands Institute for Multiparty Democracy (NIMD) to implement an EU funded project titled "Towards inclusive Participation in Political System through Political Parties". The overall objective of the project is to contribute to enhancing inclusive politics in Tanzania through improving the management and functioning of political parties. The project focuses especially on building the capacity of women and youth in political parties in order for them to actively participate in politics. TCD now seeks to engage a qualified expert to fill the position of Project Manager for this project.

Terms of Reference
Working under the supervision of the TCD Executive Director, the Project Manager plays a strategic1 active and leading role in the overall implementation of this project and is a member of the project management team that comprises both NIMD and TCD. Specifically, the Project Manager has the responsibility to oversee and coordinate the realization of the specific activities that are expected to be undertaken within the framework of this project. In this regard, the Project Manager will perform the following tasks:

Overall Responsibilities:
• Provide project management expertise in the execution of the project in line with TCD, NIMD and EU principles and operating procedures and within the framework of the contract between TCD and NIMD

• Ensure programme quality and timely reporting of results and lessons.

Specific responsibilities:

  • Take a lead on the development of plans, strategies, tools and methods to successfuly realise the project milestones and project results.
  • Take a lead in the gathering of information for reporting on the results/outcomes and indicators set in the project.
  • Cooperate with the NIMD in the development and maintenance of a functional results-based monitoring and evaluation (M&E) system.
  • Take a lead in the preparation and submission of monthly progress reports, quarterly progress reports and annual reports of activities and results/outcomes.
  • Take the lead in the identification, documentation, and sharing of the best practice.s d lessons learned.
  • Ensure project implementation is in compliance with the EU guidelines and procedures, best practice, approved implementation plans and budgets, as well as other relevant NIMD/TCD regulations.
  • Representing the Project to the public in communicating the plans and results of its undertakings.


Qualifications and Experience:
• Post-gradutate degree in either Political Studies, Social Science, Law, Sociology, Economics, Education
• At least five (5) years proven programme/project management experience in the field of democratic governance;
• Demonstrated track-record of managing donor funded projects. Familiarity with the EU regulations and procedures in project management is an advantage.
• Demonstrated understanding and in-depth knowledge of politics and the workings of political parties in Tanzania. A comprative regional experience is an advantage.
• A self-starter with the ability to work with minimum supervision and with the ability to meet tight deadline
• A politically mature person with the ability to work in a political environment in a non-partisan manner

• Excellent facilitation and communication skills in English and Ki Swahili.

Terms and Conditions
• This is a full time position and the of effort is at 100% full time commitment
• TCD offers a competitive salary within the limits of the Project's Terms and in line with the conditions of service govering TCD staff

• The successful candidate will be expected to start work within a month of being offered the position.
