Level 1 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:

ALHR Assistant is a member of the administration team accountable for ensuring quality, efficient and proactive support services for staff and visitors in the Zanzibar field office.


SCOPE OF ROLE:

Reports to: Administration and Logistics Officer

Staff directly reporting to this post: Nil 

KEY AREAS OF ACCOUNTABILITY:

Front desk support

Greet all visitors to the office and deal with their requirements.
Maintain and operate quality and efficient communication services through phone management and message taking, and arrange appointments as required.
Make travel bookings which include flight and hotel bookings for SC staff and visitors followed SC policies and procedures and ensure that the Travel Planner is updated daily.
Act as the contact person to help visitor enquiries and arrangements where necessary
Manage the reception area, ensure portrays a professional image of SC and that it is tidy and organised.
Prepare data base and update contacts (INGO, donors, government and other collaborators)
Deal with incoming and outgoing mail and arrange couriers, DHL etc. as necessary and forward urgent mails to the Line Manager and complete incoming register book for all mails. Keep copies of all incoming/outgoing mail and faxes into the file for retrieval purposes.
Administration/ Logistics / HR support 

Acknowledge receipt of sundries & stationery before entered into SC stores
Update invoice register on daily basis and provide weekly updates of invoice tracker to finance, logistics and HR & Admin Manager
Process on a timely manner all invoices for payment of services and utilities, based on an updated invoice checklist for the Dar Office and international staff houses
Provide monthly analysis of stationery and consumables and ensuring that the same is well managed, issued to staff and orders placed with procurement staff on a timely basis
Support Managers in preparation for and organization of workshops and meetings ensuring value for money and due diligence process for selecting venues. Maintain a database of approved venues
Process business cards for staff as requested by line managers
Ensure effective and efficient use of all SC resources in order to keep costs low and ensure the security of all staff
Comply with all SC policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.
Support Managers in preparation of JDs, RPs, and arrange interviews, support PMR process, support ER/ CAM project. Maintain a database of each staff’s file.
Child Safeguarding Responsibilities

Ensure the way you carry out your work and behave is not putting children at risk (or further risk) - this means constantly scrutinizing your work and behavior through safeguarding lens and talking to children about possible design/implementation “flaws”. Understand and fulfill specific and additional responsibilities in achieving compliance of Save the Children’s Child Safeguarding Policy Standards. 

Emergence responsibilities

’Save the Children will respond to any emergency situations that puts at great risk the survival, protection, and well-being of significant numbers of children, resulting from natural disasters, conflicts, population movements and where particularly vulnerable communities are found to be in acute need. In executing an emergency response, Save the Children will endeavor to respond within 72 hours of a sudden catastrophic event. With this Save the Children through your line manager at any point of emergency may assign you an emergency responsibility role outside of your normal JD or area of work if required, however no staff will be forced against their will to work anywhere that they deem unsafe or insecure.’’

QUALIFICATIONS AND EXPERIENCE

Commitment  to  and  understanding  of  Save  the  Children’s  vision, mission and values including rights-based approach and zero tolerance to fraud
Certificate/ Diploma in Business Administration, Social Sciences, Administration, Logistics, HR and management
and/ or at least 5 years relevant working experience preferably in NGO/ hospitality environment

Excellent “customer service” experience
Very strong organization and planning skills to prioritize a busy workload and meet deadlines
Ability to develop and implement effective and efficient admin/ logs/ HR systems
Excellent IT skills especially Microsoft office package and Excel
Proven written excellent written and oral skills in both English and Kiswahili

Programme Officer Key and Vulnurable Populations (KVP)

CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in the country program; or are visiting program areas where contacts with children are mandatory.

ROLE PURPOSE:

The Program Officer for Key and Vulnerable Populations (KVP) is based in Tanzania, working closely with the Senior Program Officer and reporting to the DCoP and TB/HIV Specialist.  He or she will ensure timely, high quality and effective delivery of the Key and Vulnerable Population Program Portfolio in compliance with the GF guidelines, approved performance framework and budgets. He or she will also be responsible for program progress updates of implementing CSOs as well as technical support and feedback to the implementing CSOs.  This KP Portfolio which aims at scaling up interventions targeting key and Vulnerable Populations in Tanzanian Mainland, has an overall budget of roughly $300,000 over six months.

SCOPE OF ROLE:

Reports to:  DCOP / TB / HIV Specialist

Direct Reports:  None

External Representation:

Interpersonal contact regular and varied in both oral and written.  Representation with  stakeholders in KVP arena and representatives including government level decision makers and  wider SC community.
Travel:

Regular travel (70%) of the time to program sites across Tanzania mainland.
Key accountabilities

Save the Children is a Principal Recipient (PR) for the Global Fund program in Tanzania. Program Officer (PO) is responsible for program progress updates to TB/HIV Specialist and providing technical support and feedback to implementing CSOs. S/he will ensure preparation of timely and high quality progress reports, program reports, and donor reports.

Major Areas of Accountability:

PO reports to the DCOP/TBHIV Specialist
He/She works in close coordination with CSO staff during field level implementation.
He/She supports and coordinates field visits to target sites, helping CSOs and providing technical assistance onsite by identifying and resolving possible bottlenecks.
PO will be responsible for tracking CSOs work plan activities with following up with CSOs on guidelines and standards.
Providing technical assistance to CSOs and take pro-active corrective measures /actions to enhance high quality of work, prepare high-quality donor and other periodic narrative reports as and when required.
Contribute to the development of success stories, case studies and other forms of technical knowledge, providing clear documentation of programmatic achievements of Key and Vulnerable Population program activities and other GF reporting requirements.
PO will work closely with the HIV/TB Specialist to develop an effective program portfolio based on the new KVP guidelines to facilitate both direct SC implementation activities and backstop all the CSOs to ensure that all the five targeted program regions are effectively covered. This arrangement is in line with the strategy to facilitate rapid implementation of activities to deliver the results in the next six months.
Coordinate with CSO Program Managers for timely and regular submission of reports, schedule and circulate them in a systematic way.
Assist to prepare quality assessment reports and training report when required from the TB/HIV Team.
Prepare different kinds of quality and professional presentations on the KVP portfolio by using Power Point for workshops and seminars.
Assist to edit, prepare appropriate posters, brochures, reports, leaflets, books, flipchart, handouts and other publications on the KVP Portfolio.
Provide data and other computing support to data team to ensure that all activities implemented by CSOSs are tracked effectively and on time.
Any other tasks assigned by line manager or by the Chief of Party.
Person specifications

Technical Skills and Experience:

Minimum of six years of appropriate technical experience in coordinating TB/HIV Programs targeting key and vulnerable populations (PWID, FSW, MSMS ,AGYW) with at least three years’ experience at the mid-level management.
Previous Experience designing community-based interventions targeting Key and Vulnerable Populations is required
Demonstrated experience working in complex, multi-partner projects in an international setting
Demonstrated experience in providing technical support to health sector programs in international settings
Prior experience working in a Global Fund Program is a distinct advantage.
Emotional Intelligence Skills

Ability to work under pressure and deliver results in a fast paced environment and in a short time frame
Ability to think creatively to solve problems and find effective and efficient ways to accomplish goals while maintain composure
Ability to make decisions, multi-task and meet deadlines
Understanding of the National TB and HIV Control Programs is an added advantage
Ability to work successfully in a complex political environment and on sensitive issues


Education:

A Master’s Degree in Public Health, Social Work, Community Development, Gender Programming or a related field
Communication and Technical Skills

Excellent English communication skills, both written and verbal with experience in cross-cultural settings
Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
Willingness to travel extensively to implementation sites for technical monitoring and supervision visits
Management:
