Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women is mandated to lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It is also mandated to provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The year 2015 marked a defining moment for the global development with the adoption of the Sustainable Development Goals (SDGs) – 2030 Agenda by Member States of the United Nations that succeeded and expanded on the Millennium Development Goals (MDGs) 2000-2015. Gender equality and women’s rights are reflected in a crosscutting manner throughout the 2030 Agenda, including the 2030 Agenda for Sustainable Development including in all 17 goals, targets, indicators, means of implementation,

From a gender perspective, the proposed 17 Sustainable Development Goals (SDG) and 169 Targets address development in its three dimensions of economic, social and environmental, and therefore represent a significant step forward from the Millennium Development Goals (MDGs). In addition, to the targets in Goal 5 “Achieve gender equality and empower all women and girls”, the targets in the other Goals cover a comprehensive set of issues, including the gender dimensions of poverty, hunger, health, education, water, sanitation, employment, safe cities, peace and security. This is a clear affirmation that gender equality and the empowerment of women and girls is essential to achieve progress across all the goals and targets. At country level, the focus on Women’s Economic Empowerment (WEE) has been prioritized in the FYDP II in line with national focus on nurturing industrialization. In Zanzibar, MKUZA III registered gender mainstreaming in key results areas including a standalone outcome on addressing VAW&C.

Innovative Initiatives Have Been Established For Enhanced Collection Of Sex Disaggregated Data And Analysis For Monitoring At Sector And LGA Level Including By
  • The integration of Time Use Study Module in the Household Budget Survey (HBS) 2016 in partnership with the National Bureau of Statistics (NBS);
  • Development of a set of gender indicators to inform tracking and monitoring of progress in the context of the SDG localization process and the implementation of national development strategies in Zanzibar and Mainland;
  • One UN technical support (UNDP, UNICEF, ILO, UNFPA, UNEP & UN Women) and partnership with ZPC and OCGS on the development of Zanzibar SDGs localization baseline data that documents key data sets and gaps.
The National Bureau of Statistics (NBS) convened two national workshops in 2015 and SDGs data roadmap in 2016 with key recommendations that reiterated the imperative of multi stakeholder engagement and collaboration to ensure ‘no one is left behind’ in the SDGs monitoring. An interim joint steering committee chaired by NBS was formed to support implementation of the recommendations and the development of the SDGs data road map. Other initiatives include CSOs SDGs mapping exercise conducted by the African Philanthropic Foundation. Specifically, on SDG 5 data, CIVICUS & Data Shift are pursuing multi-stakeholder, data-driven approaches to monitoring progress on SDG 5 and related gender targets and indicators in other SDGs at national and subnational levels thematic forums, geared towards raising awareness on SDG 5, in the process of gaining better understanding of the gender landscape, key players, and their priorities.

UN Women recognizes the strategic importance of strengthening multi stakeholder partnerships in SDGs localization as well as the prioritization of GEWE indicators to monitor the implementation processes as a critical factor for sustainable policy efforts and institutional mechanisms for monitoring and reporting of SDGs goals and targets. Choosing the appropriate GEWE indicators and thorough /effective monitoring of progress on gender equality across all SDGs goals is key in the realization of the ‘leave no one behind’ principle.

Given this background, UN Women has partnered with Ministry of Health, Community Development, Gender, the Elderly and Children, (MoHCDGE&C); Ministry of Labour Empowerment Elderly Youth Women & Children (MLEEYW&C) National Bureau of Statistics (NBS); UNDP; UNFPA, UNICEF & CIVICUS to organize a multi-sectoral workshop and high level forum on SDGs Gender and Statistics. The Workshop will be attended by planning and M&E officers of sectoral ministries & higher learning and research institutions; CSOs, the Media and Private sector to deliberate on strategies to strengthen national and sub national capacity for gender statistics, data collection and analysis for SDGs localization monitoring and reporting in line with national development priorities and plans. On the other hand the High-Level panel will be attended by key decision makers including DPPs and PSs .The objective of the High-Level Panel is to raise awareness of key decision makers and solicit their support and agreement on recommendations from the Workshop with respect to addressing SDGs GEWE indicators data gaps; strengthening of institutional capacities for collection, analysis and reporting on SDG 5 and related gender targets and indicators in other SDGs at national and sub national levels; and development of partnerships to facilitate data driven, multi stakeholder approaches to monitoring and reporting progress.

Duties and Responsibilities

Expected Outputs 
  • Set of recommendations and policy messages on addressing SDGs GEWE indicators data gaps in FYDP II M&E Framework and other macro processes
  • Key Capacity needs identified for National Statistical Systems – Sectors & LGAs for regular and periodic collection, analysis and reporting on SDG 5
  • Proposed partnership initiatives on monitoring and reporting progress on SDG 5 and related gender targets and indicators in other SDGs at national and sub national levels.
  • Action plan for strengthening gender mainstreaming in the on-going SDGs localization processes including coordination, monitoring and reporting.
  • Overall Report and knowledge product for advocacy, strategic engagement and public awareness.
Tasks/Scope Of Work
The facilitator will ensure that the expected results and objectives of the SGDs Gender Statistics workshop and High Level Forum are delivered and achieved. The facilitator will:
  • Develop agendas and detailed programmes for the two events.
  • Oversee coordination of the events, including follow up communication with those involved in the programme of the events.
  • Guided by the events objectives, facilitate the events to ensure the effective participation of all members, and capturing key areas of inputs as per set objectives.
  • Input into policy messages for presentation and deliberations at the High-Level Panel (in collaboration with Documentalist)
  • Input into overall Report - knowledge product for advocacy, strategic engagement and public awareness and debrief UN Women and organising partners
  • Work with Documentalist to submit a report/ debrief UN Women and partners on summary of the strategic discussions from the events
  • Revise Report as per inputs and Submit final version
  • Duration Of Assignment
    The total duration of the assignment is seven (7) days allocated as follows:
    • One day for preparation.
    • A total of three (3) days for facilitation of the workshop and One (1) day for the High-Level Forum
    • Day (1) day input into Policy Messages for High Level Forum
    • One day (1) Review report developed by the Documentalist and work on final inputs from UN Women and Partners
    Working Modalities
    The facilitator will work closely with the Documentalist and report to UN Women senior management. The facilitator will also liaise with key stakeholders as needed to finalize Workshop Report and Key Messages.

    Main Deliverables/outputs 
    • A finalized methodology and programme for the SDGs Gender Statistics Workshop.
    • Facilitation of the events.
    • Inputs into workshop report and key Policy Messages
    Submission of the reports
    The reports and action plans shall be submitted to UN Women no more than 10 days after the specific events.

    Education 
    • At least Master’s degree in Gender Studies, Political Science, Anthropology, law, Sociology, Development Studies or a related field.
    Experience
    • At least five years of experience in women's rights, gender equality and gender mainstreaming.
    • Experience in facilitation, including experience of supporting strategic planning processes.
    • Excellent interpersonal skills.
    • Proven capacity to write compelling, understandable and simple reports.
    • Knowledge and experience of working with the gender dimensions of the SDGs, gender statistics, developing partners and government would be an added advantage.
    • Familiarity with the Tanzanian context.
    • Fluency in spoken and written English and Swahili.
