Vacancy Announcement for Component 3 Assistance on Capacitating Agricultural Training Providers Addressing Barriers of Youth, Women and Young Mothers Employment
Objective of the function
To proactively facilitate the implementation of component 3 activities in accordance with the programme document. To work closely with and facilitate selected training providers (public and private) and proactively engage in component activities..
Main Tasks
She/he will support in the implementation of component 3 progressing activities in accordance with the workplan and assigned budget. Work closely with training providers through facilitating the platform of training providers and the capacity building of the training providers.
Detail Tasks
Support the component 3 lead on all the below tasks
- Liaise closely with the SET financial manager
- Facilitate the progress of the established platform of training providers by, among other things, applying a strong governance principle
- Develop and implement the capacity building plan for training providers on the capacity of providers teaching, training management competencies and new courses addressing the identified training needs of young people, women and young mothers
- Explore opportunities for peer-to-peer learning and exchanges between training providers in the previously mentioned areas
- Have practical experience from gender focused activities
- Plan and implement pilot training activities

- Compile and disseminate assessment results

Qualifications & experience
- Minimum of a bachelor’s or higher degree in agricultural and applied economics, community development, social science, rural development, training or equivalent;
- Minimum of 3 years of work experience from development initiatives related to agricultural community development, training of rural youth, women and/or young mothers, agricultural innovative training development;
- Experience working from:
- Cross-functional teams;
- Facilitate network development and maintenance involving a multitude of stakeholders;

Main Tasks
She/he will be supporting the component 1 lead on all component related issues. The assistant will work closely with all component partners with a focus on coordination, knowledge sharing, and facilitating the implementation of the work plan. Liaising with sub-contractors on the delivery of capacity building activities and the development and testing of the relevant approaches for data collection.
Detail Tasks
- To work closely with the team leader on component 1 issues and the designated labour market analyst at VETA Head Office

- Minimum of 5 years of work experience in programme management, statistical surveying, employment promotion, skills development working on disaggregated data on gender, employment and earnings or equivalent;
- Experience working in (i) cross-functional teams, (ii) application of a gender agenda and (iii) facilitating programme activities related to different partners;
- Able to train partners on labour market issues and related subjects;

JOB DETAILS:
Objective of the function
To ensure the quality of Monitoring and Results Measurement (MRM) in Skills for Employment Tanzania programme and aggregate results on a programme and organisation level..
Main Tasks
Responsible for the development, introduction and maintenance of SET’s MRM plan according to the guidelines of Swisscontact Monitoring and Results Measurement guidelines/Donor Committee for Enterprise Development (DCED) standards:
- Establishing and managing results chains for SET’s three components.
- Ensuring that gender issues are considered in the MRM-plan and its implementation.
- Measuring and reporting results.
- Continuous improvement of the MRM-system.
- Developing and sustaining results measurement capacity of the project team and partners.
Detail Tasks
- Establish together with the SET team an MRM plan including results chains, monitoring plans and assessment methods (indicators, enquiries, data collection etc.).
- Review together with the SET team the results chains regularly and advise programme staff on improvements of interventions.
- Maintain a documentation according to the Swisscontact MRM guidelines/DCED-standard
- Ensure that gender aspects are an integrated part of MRM.
- Compile project reports and presentations in line with Project Management guidelines.
- Working closely with SET team to document and disseminate lessons learned.
- Training and supporting the SET Team and key partners in developing results measurement tools and their applications.
- Facilitate Collaborative Learning and Adaptation (CLA) among the SET and partners.
Reporting
Reports to the SET team leader, and when required, to the deputy team leader.
For MRM-system development: Closely work with SET project’s team and coordinate with the Swisscontact MRM Advisor at Regional level and MRM Coordinator at Head Office level-Zurich to ensure coherence of approaches, methods and practices for a credible MRM system.
Qualifications & experience
- A minimum of a bachelor’s or higher degree in programme/project management, community development, education or equivalent;
- A minimum of five years’ work experience in development initiatives related to skills development/vocational education and training, community training or similar;
- A minimum of five years’ work experience in a monitoring and evaluating position including:
- Leading assessment activities and designing, monitoring and evaluating programme initiatives/activities;
- Demonstrated ability to set up monitoring and evaluation systems from named projects/programmes;
