Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. INTRODUCTION

The United Nations Development Assistance Plan (UNDAP II) is a successor business plan of 23 UN agencies, funds and programmes in Tanzania for the period 2016-2021. The five-year plan supports the achievement of the international development goals including the Sustainable Development Goals (SDGs), national development priorities including the FYDP II, and the realization of international obligations including human rights. The programme focuses on strengthening country systems, policies and processes for the fulfillment of human rights and pro-poor growth. Four Thematic Results Groups (TRGs) have been established on Inclusive Growth; Democratic Governance, Human Rights and Gender Equality; Healthy Nation and Resilience.

The TRGs are the interagency groups responsible for the coordination of the implementation of the agreed twelve (12) UNDAP II outcomes of which one is "Economic growth and Employment. The ILO is leading the Outcome group, which is a forum for participating UN agencies for: Coordination; Discussion and provision of technical guidance; Interfacing with relevant government line ministry/sector; Linking the UN Outcome groups with other relevant sector dialogue structure, for e.g. DPGs; Developing UN joint response of critical issues relevant to the outcome group; Promoting Joint efforts: implementation, resources stabilization and advocacy; and demonstrating the engagement of Zanzibar and the UN Non-Resident Agencies (NRAs) in the discussions and deliberations.

As a Lead Agency, the ILO will recruit a senior staff member with technical skills and capacity to fulfill the required coordination functions of an Economic Growth and Employment Outcome Group. The staff member will be responsible for coordinating the UNDAP II outcome group team and supporting the effective implementation of all outputs to achieve the outcome in a coherent way along the common principles and methodologies agreed by the Outcome group. The Outcome Group Coordinator's primary role is to facilitate efficient decision-making, effective coordination in planning/budgeting, review, monitoring and reporting and ensuring coherence in activities within and across the group while fostering progress in the implementation of the DaO (Delivering as One) principles. The Outcome Group Coordinator will also be responsible for facilitating the functioning of this team, ensuring operational coordination among PUNs and providing quality assurance and oversight of the team, including devising concrete approaches to delivering results together. The Outcome Coordinator will oversee the establishment of communication and advocacy actions for the team and outline ways in which the team intends to gather, generate and disseminate knowledge. The UNDAP II Economic Growth and Employment group consists of focal persons from 15 Participating UN Agencies, including the ILO, FAO, ITC, UNIDO, UNDP, UNCDF, UN Women, UNESCO, UNCTAD, UNEP, WFP, IFAD, IOM, UNFPA and UNV.

By accepting the role of Lead Agency, the ILO has accepted the responsibility for delivery on lead functions by the Economic Growth and Employment Outcome Coordinator.

The Economic Growth and Employment Outcome Coordinator will liaise and work under the direct supervision of the Director of ILO Country Office for United Republic of Tanzania, Burundi, Kenya, Rwanda and Uganda and will receive technical guidance, support and collaboration with other relevant technical specialists from ILO DWT Team and Geneva, as well as other technical Specialists from participating UN agencies.

Description of Duties
- Provide overall coordination and promote consensus building among members of the UNDAP II outcome group team. Promote harmonization and cohesion among UN agencies active in the outcome group, by exploring synergies, integration, and value added.
- Strengthen relationships to cooperate and coordinate with the concerned counterparts in the planning and implementation of activities of the UNDAP II outcome group.
- Ensure effective implementation of activities through provision of inputs and efficient delivery of outputs, and planning, control, monitoring and evaluation of the activities, in line with UN DAO guidelines.
- Liaise with other UN agencies counterparts to promote and ensure UN Programming Principles in the Outcome group's processes, roles and responsibilities as well as adherence to the Outcome Group agreed guiding principles.
- Ensure UN alignment with national priorities and international obligations and ensure engagement with government partners and non-state actors where appropriate.
- Ensure the development of information systems covering the activities, prepare periodic and ad hoc reports on the status of planning and implementation activities, and establish coordination with ILO and other participating UN agencies.
- Write and disseminate information materials on group activities in close collaboration with other relevant technical specialists in ILO and participating UN agencies, and ensure that the Economic Growth and Employment Outcome Group gives consistent messages in the outcome area.
- Organize meetings and seminars, and develop knowledge sharing tools designed to forge partnerships, share good practices and ensure all meeting proceedings are taken and recorded and timely share with respective agencies. Ensure effective participation as observer by the representative of Embassy of Sweden in the outcome group.
- Undertake local resource mobilization activities with multi-lateral and bilateral donor community for the development of future activities linked to the outcome plan under UNDAP II in coordination with ILO and other involved UN agencies.
- Provide secretariat and technical support within the field of Economic Growth and Employment to the outcome group, the UNCMT, the PMT, the UNRC and relevant Government institutions.
- Develop and share technical and analytical briefs on areas of inclusive growth and decent employment to facilitate broader and contextual understanding by the outcome group and the UNRC.
- Perform other tasks related to project objectives as requested by the ILO Country Director.

Required Qualifications
Education
Advanced university degree with relevant experience in Economics, Economic Development, Social Science, or International Studies.

Experience
Seven years' professional experience in the management of development cooperation activities in a senior level position, of which at least three years at the international level.
This includes experience in design, monitoring and evaluation of multi-stakeholder projects and providing management advisory services on UN joint work plans or similar. Knowledge about the Standard Operating Procedures (SOPs) for Delivering as One (DaO) and/or technical expertise in any area of the Decent Work Agenda would be an advantage.

Languages
Excellent command of English. Knowledge of Swahili language is an added advantage.

- Should be open to and able to make changes to accommodate culture and gender differences in order to interact effectively with individuals;
- Proven capacity to initiate and implement technical co-operation programmes and activities and to mobilize the support of international donor agencies and provide quality services;
- Ability to plan and support the development of individual's skills and abilities for a more effective fulfillment of current or future job/role responsibilities;
