Job description
The United States President’s Emergency Plan for AIDS Relief (PEPFAR) and the MillenniumChallenge Corporation (MCC) have partnered to support innovative and country-led approaches that promote evidence-based decision-making for programs and policies that address HIV/AIDS, global health, gender equality, and economic growth in sub-Saharan Africa. The $21.8 million Data Collaboratives for Local Impact (DCLI) program was launched in April 2015 with funding from PEPFAR and oversight by MCC. The goal of DCLI is to improve the capacity of individuals, communities and organizations through interconnected investments which together enable the use of data to solve problems relating to HIV/AIDS, global health, gender equality, and economic growth. As a result, the vision is for DCLI to contribute to enhancing policies and programs; drive innovation; and increase transparency, accountability and results. The program has been implementing several interconnected investments in Tanzania that target different participants, and are collectively designed to bring about positive changes in the use of data at a country level. DCLI is exploring opportunities to expand the program into other countries in Sub-Saharan Africa.
- Develop the most rigorous evaluation design feasible given rules of program implementation
- Support MCC and DCLI Implementing Entities to build buy-in and ownership of evaluation
- Develop evaluation materials that are held to international standards
- Ensure Institutional Review Board clearance of survey protocols
- Contract and manage the data collection firm(s) or individuals
- Ensure data quality during collection and entry through supervisions and management
- Lead data cleaning, analysis, and interpretation of results
- Produce high quality, credible, transparent evaluation reports
- Lead preparation of public-use data that ensures appropriate balance of enabling verification of analysis and broad use of the data with adherence to promises of confidentiality to survey respondents
- Lead public dissemination efforts
- MA/MS/PhD in relevant field (sociology or other social science, economics, public policy, statistics, etc.);
- Minimum of 5 years’ experience conducting research in relevant sectors (health, data science, community engagement, international development, information technology), particularly in Tanzania and/or East Africa;
- Demonstrate significant experience designing, implementing, and disseminating results of qualitative research, particularly through publication in peer-review journals;
- Documented proficiency in qualitative data collection and analysis, including key informant interviews and focus groups;
- Demonstrate experience with qualitative analysis tools, such as Nvivo;
- Experience developing innovative approaches to data collection and analysis, including data visualization is a plus;
- Experience with social or other network analysis is a plus;
- Knowledge of PEPFAR and/or USAID and MCC programs in Tanzania is a plus;
- Excellent verbal and written communications skills.
