Background

The UNDP Junior Professional Officer (JPO) Programme
The UNDP JPO Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and make a positive difference in the world. As a pathway into the world of development, the programme offers young professionals excellent exposure to multilateral cooperation and sustainable development while providing a valuable entry point into the UN system.
During their assignments, JPOs benefit from the guidance of experienced UNDP staff members and are actively involved in supporting the design and implementation of UNDP’s programs within UNDP’s headquarters, regional or country offices.
Working under the direct supervision of the Democratic Governance Practice Specialist, the Programme Analyst will contribute to the development, implementation and management of the Democratic Governance Programme under the United Nations Development Assistance Plan II (UNDAP II) for 2016-2021 and UNDP Country Programme Document (CPD) for 2016-2021. The Programme Analyst will engage with national counterparts, UNDP colleagues, as well as UN agencies and bilaterals.
Tanzania aspires to become a middle-income country by 2025 through a push for increased industrialization for economic transformation and human development. In doing so, the government underlines the importance of good governance and the rule of law, as well as peace and stability, in creating wealth and sharing benefits, emphasizing that people must be empowered to hold leaders and public servants accountable for their performance (Tanzania Development Vision 2025). In working with Tanzania to achieve this aspiration, UNDP brings a strong record of supporting the country to improve democratic governance, through specialized expertise and international good practices and networks.
UNDP Tanzania’s Governance Programme 2016–2021 sets out to support more effective, transparent, accountable and inclusive democratic governance, in line with the principal objectives set out in the Tanzania Development Vision 2025 and Zanzibar Vision 2020, which include peace, stability, unity and good governance. The specific objectives of UNDP Governance support are further aligned with the priorities set out in National Five-Year Development Plan II, including ensuring systems and structures of governance uphold the rule of law and are democratic, effective, accountable, predictable, transparent, inclusive and corruption-free at all levels; improving public service delivery to all, especially the poor and vulnerable, including access to justice; promoting human rights for all particularly for poor women, men and children, the vulnerable groups; and ensuring national and personal security and safety of properties. They are also further aligned with the priorities set out in the draft Zanzibar Strategy for Economic and Social Transformation, including accountable, transparent and corruption free governance systems and structures, and increased access to justice, respect for the rule of law, adherence basic to human rights and greater participation in the democratic process. These are achieving quality and good life for all; good governance and the rule of law; and building a strong and resilient economy that can effectively withstand global competition.
Through its Governance Programme, UNDP will support Tanzania in meeting the democratic governance development challenges through six integrated components/projects: (i) Effective and Responsive Legislatures; (ii) Citizens’ Voice and Participation; (iii) countering violent extremism (iv) Improved Access to Justice and Human Rights Promotion; (v) Supporting Public and Private Anti-Corruption Initiatives in Tanzania; and (vi) Development Effectiveness. Specifically, for access to justice and human rights UNDP plan to support national partners to: a) Improve national human rights coordination, monitoring and reporting; b) Enhance institutional capacity of national human rights institutions; c) Improve national coordination of and support to legal aid; d) Strengthen application of human rights in the administration of justice; and e) Enhance human rights and legal awareness and empowerment
Content And Methodology Of Supervision
As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities:
Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the job.
  • Establishment of a work plan, with clear key results
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment
  • Easy access to the supervisor
  • Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness
  • Guidance and advice in relation to learning and training opportunities within the field of expertise
  • Completion of the yearly UNDP Performance Management Document (PMD)
  • If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties
Training and Learning
As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities:
  • Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment
  • Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide
  • Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme
In addition, the JPO will benefit from the training and learning modalities/opportunities in the receiving office.
Information On The Receiving Office
The JPO will support the UNDP Tanzania’s Governance Programme 2016–2021, which sets out to support more effective, transparent, accountable and inclusive democratic governance. This include support to development, launch and implementation of six integrated components/projects under the Democratic Governance Portfolio: (i) Effective and Responsive Legislatures; (ii) Citizens’ Voice and Participation; (iii) countering violent extremism (iv) Improved Access to Justice and Human Rights Promotion; (v) Supporting Public and Private Anti-Corruption Initiatives in Tanzania; and (vi) Development Effectiveness.
Dar es Salaam is the largest City in Tanzania, as the major port and economic Center. Most Ministries, Government offices, embassies and UN Offices are based in this City. Dar es Salaam is situated on the coast, overlooking the Indian Ocean. It is an International multicultural city with a mix of religions. There is a wide range of facilities available, including numerous shopping centers, movie theatres, restaurants and many new developments planned. The living conditions in Dar es Salaam are comfortable although pricy for more decent standard and there are issues with poor infrastructure, so alternative back-up solutions and generators and water tanks are common. It is a beautiful and safe location. There are good international education facilities and some health facilities with good standards.
Duties And Responsibilities
  • Provide support to development, implementation and management of Democratic Governance Programme (35%)
    • Provide substantive inputs in supporting human rights based development and implementation of the democratic governance programme and projects through technical briefing notes and policy analysis and strengthening south-south cooperation;
    • Provide logistical, technical and organizational capacity to support implementing partners’ communication and reporting on the programmatic portfolio;
    • Effective project management and reporting through monitoring of budgets, activities preparing progress reports and implementation reports.
  • Provide support to development, implementation and management of Access to Justice and Human Rights project (35%)
    • Provide substantive inputs in supporting human rights based development and implementation of access to justice and human rights project through technical briefing notes and policy analysis and strengthening south-south cooperation;
    • Provide logistical, technical and organizational capacity to support implementing partners’ communication and reporting on the Access to Justice and Human Rights Project;
    • Effective project management and reporting through monitoring of budgets, activities preparing progress reports and implementation reports.
  • Provide support to communication, partnerships and resource mobilization in the area of Democratic Governance (10%)
    • Provide substantive inputs to communication of activities, results etc. in the area democratic governance, including through media engagement, website stories, social media and specialist for a;
    • Provide logistical, technical and organizational capacity to nurturing existing partnerships and developing new partnerships with multiple stakeholders;
    • Provide logistical, technical and organizational capacity to implementation of the Country Office Resource Mobilization Action plan in the area of Democratic Governance;
  • Provide support to coordination, policy analysis and knowledge management related to Democratic Governance (10%)
    • Provide support and contribute to policy analysis, research and lessons learnt through preparation and review of UNDP networks, publications and other bilateral fora.
    • Preparation of briefing notes and contribution to policy briefs will support programme management and CO senior management.
    • Provide logistical, technical and organizational capacity to support representation and coordination in UNDAP II Thematic Results Group for Democratic Governance, Human Rights and Gender Equality as well as Development Partners Governance Working Group.
  • Provide support to integrating cross-cutting priorities, incl. gender equality, human rights and Sustainable Development Goals (SDGs) in the Democratic Governance portfolio (10%)
    • Provide substantial inputs to integrating cross-cutting priorities, incl. gender equality, human rights and Sustainable Development Goals (SDGs), throughout full project cycle in the democratic governance programme;
    • Provide substantial inputs to integrating cross-cutting priorities, incl. gender equality and Sustainable Development Goals (SDGs), in the full project cycle of the Access to Justice and Human Rights Project;
    • Provide substantive inputs to integrating cross-cutting priorities, incl. gender equality and Sustainable Development Goals (SDGs) into communication, partnerships and resource mobilization in the area of Democratic Governance;
    • Provide substantive inputs to integrating cross-cutting priorities, incl. gender equality and Sustainable Development Goals (SDGs) into coordination, policy analysis and knowledge management related to Democratic Governance.

    Education
    Required Skills and Experience
    • Master’s Degree or equivalent Advanced Degree in a related field of expertise, such as law, human rights, political science, public administration, development studies, international affairs. Degree in law and/or human rights is an asset.
    Qualifications And Experience
    • A minimum of two years of paid working experience in a field relevant to democratic governance;
    • Demonstrated understanding of democratic governance. Specific knowledge in area of access to justice and human rights is an asset;
    • Knowledge development contexts preferably Tanzania or East Africa region. On-the-ground work experience in developing countries preferably in East Africa region is an asset;
    • Understanding of United Nations and preferably UNDP policy and programmatic approaches, including Results Based Management and Human Rights Based Approach to Development;
    • Knowledge of cross-cutting, including gender equality, human rights and Sustainable Development Goals;
    Language Requirements
    • Fluency in both Danish and English
    • Knowledge of any other UN language is an asset
    • Knowledge of Kiswahili is an asset
    Other Desirable Education, Languages And Work Experience
    • Required computer skills in a standardized language
