Overview:

Social Solutions International, Inc. (Social Solutions), through the Coordinating Implementation Research to Communicate Learning and Evidence (CIRCLE) Project, will be implementing a four-year Developmental Evaluation (DE) of USAID/Tanzania’s Boresha Afya Project.
The USAID Boresha Afya project aims to support the Government of Tanzania (GoT) to increase access to high quality, comprehensive and integrated health services, particularly for women and youth. The project is implemented in three zones of Tanzania, namely Lake/Western Zone, North/Central Zone, and Southern Zone.
The purpose of the DE is to inform, support, and evaluate the innovative and adaptive development of health service integration in the three zones of USAID Boresha Afya. The DE will support innovative, dynamic implementation by exploring evaluative questions, as implementation proceeds, and by routinely gathering and reporting evaluative data to provide the implementers and other key stakeholders with timely feedback on the results of implementation efforts. The DE team will work closely with USAID, implementing partners, and the Government of Tanzania (GOT) to assess key indicators of health service integration. These will include service quality from the points of view of patients, providers, and managers; health-service utilization; and efficiency. The DE seeks to enhance the impact of the USAID Boresha Afya project by providing timely feedback to make course corrections, in order to increase uptake, efficiency, and quality of integrated health services.
Social Solutions/CIRCLE Project seeks a short-term Developmental Evaluation Design Consultant who will be responsible for developing the design (evaluation plan) of the DE in consultation with USAID/Tanzania, implementing partners and the GoT. The consultant will be based in Dar es Salaam, Tanzania for the duration of the consultancy (up to 90 days, beginning in September 2017) but may also travel locally to the zones of the USAID Boresha Afya project.

Responsibilities
Plan and facilitate kick-off and consultative meetings with USAID/Tanzania, implementing partners, GoT and other stakeholders to launch the DE and develop the design
Lead the development of the DE design, including methodological approach and setup of data collection, management, analyses and reporting systems
Build relationships and maintain regular communication with USAID/Tanzania, implementing partners and GOT to develop the DE design as needed
With the CIRCLE Project, provide technical orientation to support onboarding and smooth transition of the DE to the Chief of Party/Principal Investigator
Qualifications:

Education and Experience
Master’s degree required (Ph.D. preferred) in global health or related discipline such as implementation science, public health or other social science
At least 10 years of professional experience in an international development context including leading the design of research and/or evaluation of health projects
Experience conducting Developmental Evaluations
Expertise in both quantitative and qualitative research methods
Experience analyzing and using secondary data from different sources, including routine data, for program improvement
Experience working with multiple health stakeholders (donors, government, implementing partners)
Experience working with USAID desirable
Experience living and working in Tanzania or East Africa preferred

Knowledge, Abilities and Skills
Strong understanding of core principles and purpose of Developmental Evaluation
Ability to think creatively and provide adaptive solutions; have a “toolbox” of different methods, (for example, participatory methods, outcome harvesting, network analysis, specialized surveys, etc.) than can be applied to evaluation questions that arise (with rigor and high quality)
Familiarity with public health service delivery in Sub-Saharan Africa
Strong oral and written communication skills
Strong observation, synthesis, facilitation and listening skills
Excellent interpersonal skills and proven ability to build trust and maintain relationships with diverse stakeholders
Strong negotiation, strategic thinking, and analytical skills
Fluency in spoken and written English
