Programme background
The Institutions for Inclusive Development (I4ID) programme goal is to enhance governance and democracy for inclusive growth and service provision. I4ID is an adaptive programme that will continually consider the complex environments and changing circumstances of the political and economic landscape. The I4ID programme is a five-year DFID funded programme running until June 2021. While Tanzania's economy has grown at over 7% for more than a decade, patterns of growth and service delivery have meant that Tanzania's economic progress has provided little for the poor. The Institutions for Inclusive Development (I4ID) is trying to address this issue through innovative programming using locally driven solutions. The goal is to work with government, representative institutions, civil society and the private sector so that economic growth and social services bring more benefits to the poor and excluded people. In the process, key lessons will be learned about how to help governance work better in the interests of youth, women and the poor, mapping a path towards a more inclusive pattern of growth and development in the future.
Outline of the position
Base location: Dar es Salaam with possible travel within Tanzania Management lines: The Political Economy and Research Advisor will report to the Team Leader of I4ID programme and work closely with the programme's Technical Advisor and international Political Economy Advisor. S/he will be responsible for working with I4ID team and providing research and analysis on the political economy of Tanzania.
Scope of work
The Political Economy and Research Advisor ensures that political economy analysis (PEA) informs and drives all major aspects of the programme, and that PEA is fully integrated into I4ID's programming. S/he will work closely with the international Political Economy Advisor in helping to build capacity for PEA across the programme and its partners. This is a consulting position requiring an input of an average of 5 days per month.
Key responsibilities, duties and tasks
  • Undertake political economy analysis of key issues, sectors, and themes of interest to I4ID – including in service delivery and productive sectors, etc.
  • Support and facilitate participatory political economy exercises with the team and partners – for example stakeholder mapping, etc.
  • Providing training, coaching and mentoring to I4ID team and partners on PEA.
  • PEA Inputs to key programme strategy, planning, and M&E documents including theories of change, plans, etc.
  • Support the regular updating of the political economy analysis of Tanzania.
  • Support the integration of PEA into I4ID programming through annual review of the strategic and operational workplan.
  • Provide advice and inputs for PEA aspects of programme and issue level monitoring, evaluation and learning including but not limited to review of results and indicators, data collection and analysis and lesson products.
  • Provide analysis, information and lesson-learning on political economy work.
Minimum education, experience and skills required
  • A higher degree in political science, public policy or any other relevant subject discipline.
  • Five years of work experience preferably in development. Experience working with PEA or related analytical techniques an advantage.
  • Proven consultative, collaborative and participatory way of working.
  • Exceptional analytical skills for interpreting complex programme issues and ability to adapt programmatic activities based on changing socio-economic and political context.
  • Strong written and oral communication and presentation skills in Swahili and English.
  • Exceptional interpersonal skills.
  • Demonstrated networking abilities, especially within policy and governance circles in Tanzania.
  • Able to interact sensitively, effectively and professionally with people from diverse political, socio-economic and professional backgrounds. A commitment to improving the wellbeing of poor and marginalised people.
  • A broad-based knowledge of development issues and sectors, for example, democratic governance, economic growth and development, agricultural development, education and health provision and/or urban development.
