Who are we?
Danish Refugee Councilis a leading protection agency pursuing our mandate to protect and
promotedurable solutions to displacement-affected populations on the basis ofhumanitarian principles and human rights. In the Middle East and North Africa(MENA), DRC apply a regional approach with operational presence in Libya,Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq.
Present in Iraq since2003, DRC is today operational in the Kurdish governorates, in and aroundBaghdad and in several South-Central governorates. Focused both on the influxof Syrian refugees and the current IDP crisis, DRC is providing assistance in arange of sectors including Camp Coordination and Camp Management, Protection,Livelihoods, Emergency Response (including food security, cash, and NFIs),WASH, Shelter and Mine Action. The Iraq programme presently employs some 450national staff and 45 international staff, and is growing to meet new, emergingneeds associated with ongoing and recent conflict in multiplelocations.
About The Job
Since2016, DRC’s has been operating in Salah-al Din Governorate and has expandedsignificantly in response to the needs of displacement-affected populations inthe area. In addition to emergency assistance, DRC will aim to provide longerterm support in the form of income generating assistance, infrastructurerehabilitation, livelihoods support and social cohesion support. Building onlessons learned from a DRC Community DrivenRecovery and Safety (CDRS) Project in Ninewa, DRC will expand similaractivities to support the early recovery and stabilization of conflict-affectedpopulations in Salah-al Din through a community driven approach.
Aim
The Team Leader (TL), under the technical supervision of the CDRSProgramme Manager (PM), will lead the field team and supervise the day to dayimplementation of the CDRS project in Salah-al Din. The field team is composed of one civil engineer, onedatabase officer, two livelihood officers, two community development Workers (CDWs),and two project assistants hosted.

Reports to: The position is reporting directly to the CDRS Porgramme Manager, butremains under the general supervision of the Tikrit- Head of Field Office
Subordinates: 1Civil Engineer, 1 Database Officer, 2Livelihoods Officers, 2 CDWs and 2 Project Assistants
Responsibilities
Project planning and implementation:
Support the Project Manager in orientating the fieldteam and key stakeholders on the CDRS programme in Salah-al Din.
Draft work-plans forthe CDRS field team in close consultation with CDRS staff and with thesupport of the CDRS Programme Manager (PM) and Head of Field Office.
Assign tasks to the CDRSfield team based on approved work plans and supervise the dailyimplementation of project activities.
With support from theHead of Field Office, CDRS PM, and Tikrit Safety assistant act as theproject liaison focal point for target beneficiaries, local leaders andgovernment authorities in order to facilitate the implementation ofactivities.
Support theestablishment of CommunityDevelopment Committees (CDCs) and provide technical support to thedevelopment of Community Action Plans (CAPs)
Ensure that all tasksallocated by the CDRS PM are executed promptly, efficiently and inaccordance with DRC operational guidelines.
Coordinate with programme supportfunctions to ensure that logistics, HR, finance, fleet and other support for fieldactivities are coordinated and provided in a timely fashion.
Project Monitoringand Reporting
Plan, prepare,implement and document on the progress and monitoring of CDRS operations
Assist in thedrafting of regular activity reports using required templates and ensurethe quality and accuracy of all documentation produced by the CDRS teamin the field.
Carry out andsupervise field visits to ensure the quality of project activities andthat targets are being achieved
Coordinate with the monitoring and evaluation(M&E) unit to ensure the quality of data collected by field teams onproject activities and other M&E and accountability purposes areproperly filed, analyzed and shared with relevant staff.
Ensure that activity reports are consistently done in a timely manner andmeet the expected standards, based on agreed format and schedules;
Resources And Staff Management
Set and periodically monitor performance objectives for the field staff in accordance with DRC performance management guidelines.
Support in the planning and delivery of relevanttraining and capacity support to the field teams.
With the CDRS PM support initiatives that contributeto adequate resources utilization and/or promote the project resources.
Other Duties
Carry out any other relevant duties as directed bythe CDRS PM and Head of Field Office
Essential Attributes
- University education and/or training in a relevant field ( social sciences, political science, international relations or sociology)
- Solid experience in project management, monitoring, evaluation and report writing.
- Have at least two years of experience in community development, peace building, early recovery and stabilization and or emergency programming.
- Ability to work under pressure and priorities work responsibilities effectively.
- An understanding of relief, rehabilitation, development, gender and protection issues.
- Committed to being a team player and able to demonstrate constructive, cooperative and problem-solving skills
- Good understanding of local dynamics that lead to conflict and instability within Salah-al Din
- Good communication and negotiation skills;
- High degree of computer literacy (mainly MS Word and MS Excel).
- Fluent in Arabic and excellent working knowledge of written and spoken English.
Preferredattributes
- Understanding of broader issues related to community participation, local governance, conflict analysis, safety, gender mainstreaming, and environment.
- Previous experience leading a similar program with and international NGO or UN organization
- Previous experience working with international government donors
- Excellent time management skills and creative thinking;
