Child Safeguarding:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week
or more) or intensively (e.g. four days in one month or more or overnight) because they work in country
programmes; or are visiting country programmes; or because they are responsible for implementing the police
checking/vetting process ofstaff.

ROLE PURPOSE:
TheDeputy Director of Programme Implementation (DDPI) Jointly oversees all programme implementation and
operationalsupport to our programme activities. This is a senior levelrole contributing to the oversight of 4
existing field offices in Dodoma/Singida, Shinyanga, Songwe, our emergency response programme in Kigoma
Region, as well as operations oversight and direction to the Zanzibar programme. There are also programmes
based from, and in Dar es Salaam. The incumbent will directly support the programmes in Songwe, Shinyanga
and two of the programmes based from Dar on Education and ARSHR, as well as the Partnerships Manager.
As a member of the ESMT the Deputy Director of Programme Implementation helps create a positive, inclusive,
proactive and accountable working environment within the country office.

SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through
developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and
policies both directly and through local partners. Current programming focuses on child protection, child rights
governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a globalreorganization
process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in
Tanzania. We currently have an operational presence in Lindi, Shinyanga, Zanzibar, Songwe, Kigoma and with
Dodoma/Singida starting up, and we also work through partners in other parts of the country. We employ nearly
100 staff and have an annual operating budget of approximately $10 million.

Dimensions:
This is a challenging senior role in a changing operational context as the country programme continues to grow its
overall portfolio, expands its geographic footprint, and seeks to strengthen operationalreliability and
effectiveness of its work, including through stronger partnerships with government and civilsociety actors. It
requires a principled, dedicated, experienced and highly motivated individual who can help to drive forward our
programme and our ambitions. The role will build on and embed an organizational culture utilizing a capacity
building approach to strengthen established systems, policies and procedures, emphasizing an empowering strong
project management, and ensuring staff understanding and compliance meets organizational quality standards.
Number of direct reports: Area Programme Managers Songwe, Shinyanga and two of the programmes based
from Dar on Education and ARSHR, as well as the Partnerships Manager.
Key Working Relationships: Director of Programme Development and Quality, Director of Support Services,
Senior HR/Admin Manager, Head of Awards.

KEY AREAS OF ACCOUNTABILITY:
As a member of the Extended Senior Management Team, contribute to:

-Ensuring that allrequired support is provided promptly, at scale and in line with the established rules and
principles including during emergencies.
-Complying with and promote Save the Children policies and practice with respect to child protection, code of
conduct, fraud and anti-bribery, health and safety, equal opportunities and other relevant policies and
procedures.
Oversight and Management of Programme Implementation areas:-
With the DPI, contribute to the overall coordination of programme operations and delegated responsibility for
field delivery of high quality programming in line with the objectives of the country strategy.
In collaboration with the Director of Programme Development and Quality, develop and maintain Save the
Children’s vision for programming, as well as effective and efficient allocation of Country Office resources to
achieve strategic goals and commitments.
In close coordination with the Director of Programme Development and Quality and Head of Award
Management, participate in proposal development processes and ensure that all programmes progress in
accordance with grant agreements, are completed on time, on budget and all deliverables are of high quality.
Lead and support budget holders across all programmes in the development of their detailed implementation
plans, procurement plans and phased budgets with appropriate and regular reviews at Regular Award Review
meetings to ensure activities are implemented on time and spend is up to date as per plans.
Working with Director of Programme Development and Quality, participate in conceptualizing and designing cost
effective, innovative and high quality programmes to serve difficult to reach children.
Effectively manage and support budget holders for individual projects and awards under line of responsibility.
Ensure programmes are implemented in ways responsive to the communities and children in line with Save the
Children principles, values and strategic plan and following Save the Children compliance procedures. This
includes working with government and national NGO partners to strengthen national capacity.
Support the preparation of timely and high quality progress reports, programme reports, and donor reports.
Oversee designated area and project offices and their operations.
Partnership Management
Support the Partnership Manager in various responsibilities as the focal person in the Tanzania country office for
all our partnership work including:
Partner identification and selection including partner assessments and resulting capacity building plans.
Supporting the budget holder in all processes with the partners including periodic reviews, reports as per
schedule, transfer requests and accounting for transfers and partner close out plans.
Support the development and implementation of an overall partner engagement plan for strategic planning.
Other
Logistics
Support the DPI to ensure that the CO logistics capacity and systems meet the SCI Quality Standards and are
able to satisfy the programming requirements and that all policies are followed in the CO.
Humanitarian
Support the strengthening of the Tanzania CO organisationalreadiness to respond to emergencies in all locations
in line with global SCI humanitarian goal and benchmarks.
Support appropriate and timely responses at scale to all emergencies consistent with established benchmarks,
plans and organizational policies, and in close cooperation with short term incoming surge teams
Staff Management, Mentorship, and Development
Ensure appropriate and accountable staffing within the programme implementation team, including area office
staff.
Support in the management of the programme implementation team; define expectations, provide leadership and
technicalsupport as needed, and evaluate direct reports regularly.
Ensure the recruitment, training, and promotion ofstaff as appropriate and ensure availability of appropriate
professional development opportunities for staff.
Incorporate staff development strategies and Performance Management Systems into team building processes.
Establish results based system and follow up.
Work with all direct reports and other colleagues to create a culture of mentorship, coaching and staff
development to build national capacity and retention within the Programme Implementation Department.

QUALIFICATIONS AND EXPERIENCE
-A minimum of 5 years of senior management experience in a development (INGO/NGO/Donor) environment,
including significant field operations experience running both emergency and development programmes
-Master’s degree in relevant field, or equivalent practical experience
-Robust experience of NGO programme cycle management, and with experience of working within a complex
and matrix organisation structure
-A very good understanding of at least 3 of the sectoral programmes and a working knowledge of the
programme priorities of the Country Office
-Significant knowledge of international humanitarian systems, institutions and donors, and of procedures,
accountability frameworks and best practices in emergency management
-Substantial experience and knowledge of effective financial and budgetary control and securing and managing
grants from major institutional donors
-Solid project management skills related to organisational development projects and international, crossfunctional
teams with a proven history of delivering results
-Ability to analyze information, evaluate options and to think and plan strategically
-An in-depth understanding of national and international development issues in particular in relation to
children
-Previous experience of managing and developing a team and the ability to lead, motivate and develop
others
-Excellent interpersonal, communication and presentation skills -fluency in written and spoken English
-Ability and willingness to change work practices and hours, and work with incoming teams in the event of major
emergencies
-Commitment to and understanding of Save the Children’s aims, values and principles including rightsbased
approaches
