REGIONAL TECHNICAL COORDINATOR

SCOPE OF WORK
Fintrac, a leading US-based agriculture consulting firm with long-term programs in Africa, Asia and Central America, is seeking a Regional Technical Coordinator for the 4-year, Feed the Future Tanzania Mboga na Matunda.
Location: Iringa (1 Post) and Morogoro (1 Post)
Responsibilities: The Regional Technical Coordinator will be based at the Iringa and Morogoro Offices and reports to the Deputy Chief of Party. In addition to the specific tasks stated below, (s)he is expected to contribute fully as a program team member, conducting him/herself in a proper manner at all times as a representative of the program, and is responsible for the safe-keeping and care of all program assets assigned to him/her. Specific responsibilities include, but are not limited to:
• Manage a team of value chain specialists comprised of Market facilitators, Post-Harvest and Processing Specialists, and Finance and Credit Specialists.
• Evaluating the value chains being supported by the Mboga na Matunda project to identify intervention entry points, key stakeholders and modalities for leveraging project resources.
• Conduct needs assessments of the beneficiary communities where Mboga na Matunda work. These assessments should focus on aspects of economic growth, gender/youth empowerment, improved nutrition and engagement with the private sector.
• Work with the project’s sub awards team to determine whether an intervention requires project grants funding or not.
• Determine how the project’s technical staff will be used in programmed interventions and plan the necessary activities with the appropriate managers.
• Collaborate with project managers to identify need for use of specialist short term technical assistance (STTA) consultants to provide technical services not found within the project staff. Prepare the scope of work and determine the required level of effort to assist in the preparation of the STTA documents to USAID.
• Develop strategic plans with project managers for project interventions within the region.
• Manage the value chain support activities within the designated project regions, including supervision and support to STTA consultants working in the coordinator’s region.
• Ensure that the Mboga na Matunda technical specialists are properly coordinated in their efforts of delivering services to project beneficiaries.
• Where appropriate, collaborate with other development activities working in the region. Agree on shared objectives, implementation strategies, best practices and reporting frameworks. Manage shared activities within the region.
• Evaluate project activities within the region and Identify areas of interest for knowledge and learning activities to analyze and potential improve the project’s intervention strategies.
• Report on activities occurring within the region on a weekly basis and identify individuals and outcomes that can be highlighted in success stories. Compile a photo record of activities within the region and submit to the communication manager for dissemination and archiving.

Key Qualifications & Characteristics:

• University or Master’s Degree qualifications in Economics, Agriculture, or Business.
• At least 5 years in Value Chain Development in Tanzania. Strong preference is given to candidates with proven private sector credentials and experience in the horticulture value chains.
• Good communication skills and ability to work with people from different backgrounds.
• Good analytical skills and a familiarity with business metrics.
• Computer knowledge.
• Physically fit and capable of a demanding work schedule in the field.
• Ability to work without daily direct supervision.
• Solution orientated, energetic and proactive.
• Honest and responsible work ethics.
