1. Introduction
The BSPS IV programme has been designed in accordance with both Tanzanian and Danish development policies and strategies for inclusive growth, employment creation and poverty reduction.
The aim of the programme is to improve employment and income opportunities for farmers and micro, small and medium enterprises through green inclusive growth. Through the programme some of the major factors that contribute to unleashing private sector growth and employment creation are addressed. Focus is on creating joint donor implementation modalities that are flexible and can embrace a wide range of public and private stakeholders.


2. The Position
The Embassy wishes to recruit a highly motivated, energetic and experienced Programme Officer to join the Business Sector Development Team of the Embassy. The successful candidate will work closely with the team leader and other colleagues in the Embassy. The portfolio comprises interventions related to agriculture and agricultural financing, business environment and investment climate, finance and many others. The successful candidate will be responsible for the part of the portfolio assigned to him/her based on background and interests but may be assigned responsibility for other areas of work in the team and the entire Embassy as deemed fit.
Mode of work.


The PO is part of a team who meets with the team leader and management on a regular basis. He/she will work closely with the team leader and other colleagues in the Embassy. The PO makes decisions in all ordinary matters within his/her area of responsibility as they fall within the framework of the current programme grants and stipulated guidelines.
Key duties and responsibilities foreseen include

 Monitor progress of programme activities of partners;
 Represent the Embassy in steering committees and programme coordination activities and in sector working groups and coordination structures;
 Provide support and guidance to partners and consultants;

2.Liaise with private sector organisations, representatives of Government of Tanzania, NGOs, research organisations and development partners on business and private sector development;
 Coordinate with partners the financial management, including work plans and budgets, expenditure control, disbursements, audits etc.
 Monitor M & E activities and facilitate preparation and implementation of bilateral and joint donor review processes.
 Strengthen synergies between various engagements of BSPS IV and within the Country Programme
 Analyse key research studies, evaluations, and reports to identify and document lessons, and produce analytical summaries for internal use and / or policy application;
 Contribute brief articles, accounts, photographs and or case studies with particular emphasis on demonstrating the evidence and impact of the programme;

3. Qualifications, skills and experience
 Master Degree in Development Economics, Business administration or related discipline relevant to the requirements of this post;
 3-5 years of professional experience in business and private sector development matters including related to technical and financial issues;
 Sound understanding of the political, economic, social and cultural environments impacting on private sector work in Tanzania. Knowledge of the “Making Markets Work for the Poor” approach highly desirable.
 Experience in planning and management for results including strategic thinking
 Excellent communication skills in English and Swahili – both written and oral
 Good interpersonal and networking skills with a pro-active and energetic attitude.
 Experienced with policy dialogue with authorities and private sector stakeholders.
