To this end, T&C supports global and country efforts to boost the volume and value of trade, enhance the investment climate, improve competitiveness in sectors, and foster innovation and entrepreneurship.T&C boasts a global footprint of about 500 staff working in over 80 locations around the world. T&C’s current portfolio comprises about 100 World Bank active and pipeline lending operations, totaling $6.8 billion in commitments; and over 400 advisory and analytical activities and projects, totaling $376 million in over 100 countries.To ensure that the Bank Group is at the forefront of knowledge and development practice, T&C has enriched its offerings and organized them under four global themes: trade, investment climate, competitive sectors, and innovation and entrepreneurship. Under trade, the global practice supports trade policy and cooperation, trade facilitation and logistics, trade performance, and competition policy. T&C’s offering under investment climate covers business environment, indicator based reforms, as well as investment policy and promotion. Competitive sectors work focuses on sector or industry-specific policies and growth, as well as spatial growth and investment strategies. Under innovation and entrepreneurship, T&C helps strengthen innovation and technology policies, strategies, and financing, and it promotes entrepreneurship and SME development.T&C also focuses on five cross-cutting topics: global value chains, connecting to markets and opportunities, catalyzing firm productivity, private sector development in fragile and conflict states, and promoting green competitiveness.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.

Duties and Accountabilities:

Role and responsibilities: Under the supervision of the Tanzania based T&C Lead Private Sector Specialist and the program’s Task Team Leaders (TTLs), the Program Coordinator will have front-line responsibility for supporting delivery of the ICAS II reform program. Specific responsibilities will include, but not be limited to, the following:Working with teams of technical specialists, take overall responsibility for the implementation of the ICAS II reform program and achievement of the program objectives. This would include leading discussions with clients and partners (including academic partners and the private sector), providing technical input and ensuring adequate coordination and appropriate integration of each of the program’s components to ensure that implementation of the program stays on track and is delivered with high quality.Taking lead responsibility for the management of the relationship with the country clients, development partners and other program stakeholders, including other internal WBG units.Leading coordination of all ICAS missions in the country, taking into consideration client relations (e.g. optimizing synergies) and ensuring integration, as appropriate with the broader T&C team.Taking responsibility for all internal program reporting needs, including reporting on activities, outputs, outcomes and impact achieved by the program overall and its components. Coordinate and prepare, as requested, necessary donor and internal reporting (i.e., semi-annual reports).Ensuring that all necessary program documentation, request letters, implementation updates etc., are appropriately filed in internal records management systems, as per current policy and instructions.REPORTINGThe incumbent will report administratively to the Project TTL, and operationally on the ground to the Lead Private Sector Specialist in the Dar office.

Selection Criteria:
A Master Degree (PhD preferred) in law, finance, international development or related discipline.Minimum 8 years of experience in business, government, law or related profession; ideally in international development and economic reform, with a focus on private sector development.Knowledge of private sector development in Tanzania, including but not limited to, opportunities, challenges, stakeholders and the political economy impacting the sector, with proven experience in engaging with at least some of these;Excellent communications and advocacy skills -- ability to interface effectively with stakeholders at all levels, draft effective reports and communicate in public;Independent, autonomous and entrepreneurial -- should be able to operate with minimum support;Strong organizational and diplomatic skills with an ability to obtain productive results from a diverse set of Tanzanian and international stakeholders;Strong neutral figure vis-à-vis government and the private sector;Proven ability to strategize and adapt work programs based on changing and evolving priorities;PC literate and comfortable using IT in all aspects of work, including experience using MS Office applicationsVerbal and written fluency in English is required. Knowledge of Swahili highly desired.bility to travel domestically and internationally on an occasional basis.
