Purpose of the Position
Under the direction of the WASH Specialist – Emergency Focal Point, and in close coordination with other members and technical specialists from WASH, Health and other sections as appropriate, the incumbent shall be responsible for supporting the development, planning, implementation, monitoring and evaluation of UNICEF’s support to the sub-national level to improve preparedness and response to emergencies activities and results related to safeguard and improve public health of the affected population by ensuring access to safe drinking water, excreta disposal and promoting safe hygiene practices; ensuring overall efficiency, effectiveness and delivery of results in accordance with UNICEF’s Core Commitment for Children in Emergencies (CCCs), national and international humanitarian standards.

  • Post is office-based in Dar es Salaam, with frequent travel within the country.

Overall, The Incumbent Will Be Expected During The Execution Of The Assignment To Exhibit The Following Attributes
The WASH Specialist (EPR) will support the WASH Emergency Preparedness and Response in the country.
  • Establish a cordial working relationship with the Government of Tanzania Authorities, partner organizations and articulate professional input.
  • Ensure that wherever possible an empowering approach to working with communities and partner organizations is employed.
  • Ensure that beneficiaries - women, men and children are involved in aspects of the programme implementation, and that all work is carried out in a way that is sensitive to community needs, protection and gender issues.
  • Ensure that emergency responses are guided by the national, International and Sphere standards. 
  • The specific tasks to be undertaken are as detailed below.

    Key Duties And Responsibilities
    Assessments, Planning and Strategy 
  • On an ongoing basis, review, collect and analyze WASH data, mapping of risk areas with particular focus on WASH related risks and gaps analysis; and its implications to the national, regional and LGA emergency operation. Keeps the effective flow of information and communication crucial for the planning and implementation of emergency measures. Identifies availability of resources, especially stakeholders in emergency prone areas
  • Assess the existing WASH emergency strategies and ongoing implementation activities and, together with partners, update as necessary, taking into consideration the evolving context and existing national, international and SPHERE guidelines.
  • Coordinate procurement, prepositioning and distribution of WASH emergency supplies in accordance with the agreed WASH response strategy.
  • Technical inputs, supervision and guidance to the UNICEF implementing partners 
  • Emergency preparedness and response 
  • Actively participate in WASH related contingency planning and preparedness for potential significant changes in the nature of the emergency and timely response.
  • Facilitate the identification and definition of UNICEF supported preparedness and response interventions including WASH supplies, IEC materials and Community mobilization activities, as part of the regional/district cholera/emergence response plans; including development and implementation of supply plans
  • Training/Capacity Building
  • Assess sector training needs, promote and carry out training of WASH humanitarian personnel in WASH in emergencies, to build the capacity of Regional/LGAs and partner NGOs on best practices and ensure consistency and quality of the WASH response planning, implementation, monitoring and evaluation.
  • Provide technical capacity building through coaching and on-the-job training during fields visits. 
  • Sectoral work plan development, implementation and Monitoring 
  • Work with WASH stakeholders to develop effective WASH Sectoral EPR work plan including monitoring tools and mechanisms, that link to medium and long-term development plans. Support maintenance of information system for monitoring gender/sex disaggregated data
  • Provide support including quality assurance as well as monitoring of PCA partners and Government entities. Ensure efficient and effective use of UNICEF resources and timely accounting for resources provided to partners.
  • Visit project sites and monitor WASH responses and conditions and provide reports and recommendations for improvement.
  • Maintain an effective monitoring and reporting system that supports inclusiveness especially in reaching out to vulnerable children.
  • Work with the UNICEF WASH team to identify and document learning and success stories to help disseminate lessons on the cholera/emergency response. 
  • Programme Management, delivery, Documentation and Reporting 
  • Ensure programme efficiency and delivery through a rigorous and transparent approach to evaluation.
  • Regular reporting (assessment/monitoring reports, sitreps, etc), as required. 
  • Collaboration, Networking and Partnerships 
  • Collaborate with Communication, government and WASH partners to ensure development of effective IEC tools, frameworks and strategies to support advocacy, social mobilization and emergency efforts.
  • Collaborate with the Operations and Supply Sections and PCA and Government partners to develop and maintain a sound emergency supply management system, including development of procurement and distribution plans.
  • Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve WASH programme goals.
  • Qualifications Of Successful Candidate
    • Advanced University Degree in Environmental Public Health, Civil Engineering, Programme Communication, Sanitation Engineering, or other field related to or other field related to behaviour change communication.
    • Knowledge of public health and one or more other relevant areas (e.g.: behaviour change, health promotion, community development, education, etc.)
    • Experience working with government especially regional & local government authorities, international organizations, NGOs and communities in the field of water, sanitation and participatory approaches in health and hygiene promotion.
    • A minimum of 5 years of experience with either the UN and/or NGO.
    • Analytical, negotiation, communication and advocacy skills and Leadership and teamwork abilities.
    • Fluency in English and Swahili languages coupled with good writing skills.
