The Education Quality Improvement Programme in Tanzania (EQUIP-Tanzania funded by the British Department for International Development (DFID). The programme seeks to support the Government of Tanzania to improve the quality of education in primary, particularly for girls. The expected outcome of this programme is better interventions that can demonstrate positive change and be ready for potential national scale up by the Tanzanian government.

Job Description
Tasks:
Technical leadership and management of programme School Leadership interventions
Lead Component 2  titled “strengthen systems that enhance the leadership and management of schools”
Lead the development and implementation of school leadership ‘Communities of Learning’ – between Head of Schools and Ward Education Officers
Lead the development of materials to be used in connection to Communities of Learning including on coaching and mentoring as well as on leadership and school improvement issues
Develop and embed the School Development Planning approach introduced in 2016
Lead component planning and initial budgeting
Become the external face of school leadership interventions for EQUIP-Tanzania – attending meetings and giving presentations when necessary 
Supporting school level implementation and use of the School Information System
Coordinate implementation and use of School Information system among Head of Schools and Ward Education Officers
Support the wider implementation and institutionalisation of the school information system 
Integration of school leadership and management activities across the whole programme
Ensure linkages to teacher and LGA, WEO, QA Communities of Learning to develop connected professional support structures
Ensure school leadership activities fully integrate issues related to marginalised girls and social inclusion including pupils with disabilities
Ensure community participation interventions such as capacity building for school committees, work of the parent teacher partnerships and school clubs are fully integrated into school leadership
Be the programme lead on the development of any agreed capacity building materials for LGA/QA/WEO based on identified needs
Work across the programme to support the enhancement of cost-effective performance monitoring processes
Work with EQUIP-Tanzania fund officers to ensure appropriate provision for leadership activities in LGA budgets
Manage relationships with relevant external institutions e.g. ADEM, MOEST, PO-RALG, RASec etc
Contribute to programme reporting.
Supporting programme external reporting  - to DFID and Government 

Candidate Specification
Desired knowledge, competencies, skills and qualifications:

  •  MA Degree in a relevant subject, such as education, social sciences.
  • Significant relevant work experience
  • Diverse experience of the Tanzania education system – of school leadership and at other levels
  • Experience of working with and/or in sub-national government systems, preferably in education Knowledge and experience of working with donor-funded programmes across multiple levels of governance and multiple actors
  • Experience of working with quantitative and qualitative data
  • Experience of effective communications
  • Proven track record of coordinating small teams
  • Experience of developing capacity building materials
  • Experience of implementation performance improvement activities at scale
  • Very strong written/oral English and Kiswahili
