ROLE PURPOSE:
The Partnership Manager will be responsible for undertaking activities with regard to professional engagements of Save the Children with other partners and NGOs. The Partnership Manager will coordinate the SCI partnership approach in Tanzania and support the development of our partnership approach to improve and adapt current tools and practices. The Partnership Manager will map and identify new partnership opportunities, assess partner organization capacities, facilitate relevant capacity strengthening support, and provide ongoing support to the partner organization throughout the program implementation. S/he will work with colleagues across the country office teams (Awards, PDQ, Finance, Operations and Budget Holders) to ensure that partner agreements are in place and donor/SC requirements complied with by the partner organizations. She/he will work closely with PDQ on the development of strategic partnerships for the Tanzania country programme.

SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners. Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania. We currently have an operational presence in Lindi, Shinyanga, Zanzibar, Songwe, Dodoma/Singida and Kigoma (humanitarian) and we work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $10 million.

KEY AREAS OF ACCOUNTABILITY:
Establishing partnerships:
- Assess the current partnership portfolio identifying strengths, weaknesses, opportunities and risks related to current partners.
- Review existing partnering resources and identify additional needs to support capacity assessment, monitoring, compliance/vetting, project cycle management etc., coordinating closely with the DDPI, HOA and DSS.
- Undertake the initial risk and capacity assessment of the new partners with appropriate colleagues.
- Work with the Awards team to ensure that partner details are accurately captured in AMS from the onset to meet organizational standards and requirement.
- Work with the PDQ team to provide input into proposals being positioned for delivery using the partnership approach to ensure that all operational and legal requirements are catered for in the program design and budget.
- Identify and explore new partnerships, including the updating of the partnership mapping and establishing relationships for collaborating on programming and capacity building.
Partner program management:
- Develop, and/or coordinate with other departments in the management and monitoring systems in regards to partner programming particularly Awards, Finance and PDQ.
- Work with the awards management and finance teams, to ensure that partnership tools and financial standards meet donor requirements and lobby for adaptation and flexibility as needed.
- Through the partner focal person in each area office, provide support to the partner organization in the project cycle management of the SC funded program, including ensuring work plans, phased budgets, procurement plans and benchmarks are in place for each project and assist partner teams to put these in place.
- During award opening meetings led by Awards, ensure that all colleagues are fully engaged in the process and that partners are fully represented and on-boarded to the award and SC policies and processes.
- Support the partner focal person in area offices to monitor outputs against activity plans and budgets and timeframes and through this for the partner to strategize ways to ensure program delivery meets targets and to support their own organizational development towards operating as potential fully fledged NGOs.
- Keep track of relevant technical, operational, finance, HR or award issues and where necessary facilitate support from relevant SC technical or operations teams to ensure continuous support and involvement at all stages of the program cycle.
- Facilitate the provision of technical advice by the SC Technical Specialists in PDQ if/as required and ensure that the SC programme staff are confirming the quality of the work on site.
- Work with finance teams, to ensure the timely payment of partner instalments, review of partner reports and the close out of partner sub-grants.
- Ensure partner review meetings are held locally on a monthly basis with representation from partner and relevant SC program staff to discuss progress, roles, responsibilities, expectations, communication between the organizations, any conflict of policies, any areas of concern and future planning.
- Ensure that the sub-grant agreements, TOR and terms of Partnerships, as well as institutional policies and procedures are complied with by the partner organizations, including policies on child safeguarding and advocate for amendments and flexibility where necessary.
Capacity building:
- Coordinate with other implementing COs and the RO on appropriate approaches and models for organisational capacity-building for local partners, looking at factors that help build strong and independent organisations and include progress indicators and milestones that are confirmed through M & E.
- Identify priority gaps in partner capacity (sectoral and institutional), taking the lead in the development of capacity building plans for the partners and ensuring that those plans are effectively implemented and resourced through inclusion of sufficient funding in each award (liaising with logistics, HR, finance and the TSs).
- Support the program teams for the mentoring and coaching of members of partner organisations.
Monitoring, Evaluation, Accountability and Learning
Liaising closely with the MEAL Specialist under the DPDQ and MEAL staff in locations under the Area Programme Managers:
- Ensure that partners effectively ensure representation of beneficiaries, local authorities, and local staff in programme planning, and evaluation.
- Ensure partners understand the importance of community feedback mechanisms and program transparency at the field level and that plans are in place to address this for all SC programs.
- Coordinate with the MEAL team to ensure the development and implementation of appropriate M&E and program management tools and systems for use by partners, and that appropriate training and ongoing support is provided to partners on use of the same.
- Analyse results of on-going partnerships, remote management and results on the ground to produce lessons learnt and inform strategic decision-making for both SC and the partners.
- Develop a system for accountability towards partners where Save the Children regularly seeks feedback from partners on its strategies and plans.
- Secure mutual learning with partners in terms of program delivery and partnership building including through facilitation of an annual SC/Partners learning workshop.
- Consolidate needs assessment data collected by partners and other actors on the ground.

QUALIFICATIONS AND EXPERIENCE
- Post graduate or Master degree in relevant field
- Minimum 5 years work experience in the humanitarian sector/with NGOs, with at least 2 years’ experience in partnership based programming or community based programming
- Good skills and experience in all aspects of programme cycle management - design and development, implementation, and monitoring and evaluation
- Sound understanding of remote management/monitoring practices
- Experience in organizational capacity development, training, mentoring and coaching
- Excellent training, facilitation and capacity building skills
- Proven experience in field level representation with key stakeholders and co-ordination with other NGOs/UN
- Proven commitment to participatory approaches
- Strong analytical and conceptual skills and the ability to think and plan strategically
- An excellent team player with good skills in team work and consultative approach to decision making
- Demonstrable experience of M&E and beneficiary accountability
