POSITION SUMMARY

The Governance Officer supports The Nature Conservancy’s Tuungane program conservation goals by building the capacity of local Government institutions and local NGOs and CBOs to understand and implement their roles and responsibilities in accordance with principles and practices of good governance and accountability in the management of Natural resources and the delivery of community services such as health and education. The Governance Officer will work with the Tuungane program team in the design and delivering of integrated PHE (Population, Health and Environment Program’s objectives. S/he will serve as a liaison and informational contact between Tuungane program and local Governments at village, ward, division, district and regional levels.

ESSENTIAL FUNCTIONS

The Governance Officer will support The Nature Conservancy's conservation goals by empowering local government institutions to exercise rules of good governance in making and implementing decisions for their community’s natural resources’ management for sustainable development. S/he will provide services that assist in influencing the outcome of legislative, planning, and policy initiatives at the local (village, ward and district) levels. He/She will provide support in TNC lobbying activities, coordinating field lobbying efforts, and organizing internal priority-setting process. 

He/She will develop and maintain strong local and regional government contacts and identify policy and legislations gaps for effective integration and implementation of PHE initiatives at local and regional levels. He/She will establish capacity building needs for local governance institutions and engage strongly and constructively with CBOs/NGOs, various committees and groups to ensure their constructive engagement with government at all levels. He/She will support/strengthen existing local governance groups such as village councils, committees in health, development and natural resources management as well as mentoring the village councils, health committees, Beach Management Unit (BMU), forest scouts, model households, Village Land Use Planning team (VLUP) and any other legitimate community governance institutions.

S/he will specifically be responsible for implementing the Tuungane Program’s Governance strategy which has three main objectives:
1)    To advance good local governance in the all villages with the Greater Mahale Ecosystem (GME) by facilitating local leaders to understand their roles and implement their responsibilities.
2)    To improve village and district governments’ capacity in the development and implementation of integrated plans which include Population, Health, Environment and livelihood components.
3)    To support village, ward and district leaders to develop, approve and implement Village Land Use Plans (VLUPs) using appropriate incentives and including enforcement of bylaws.
4)    To promote PHE integration by working closely with other project strategy leads, model households and other community groups to achieve the project goals and objectives.


RESPONSIBILITIES AND SCOPE

•    Financial responsibility may include working within/managing a budget to complete projects, negotiating and contracting with vendors, assisting with budget development, and meeting fundraising targets.
•    Ensures program compliance with internal policies and external requirements.
•    Serves as a team leader for assigned projects and coordinate the work of others.
•    Ensures that the program complies with national lobbying laws and regulations.
•    May need to gain cooperation from individuals or groups (inside and outside the Conservancy) over whom there is no direct authority in order to accomplish program goals.

MINIMUM QUALIFICATIONS

•    Bachelor’s degree and 4 years related experience or equivalent combination.
•    Fluency in English and Swahili.
•    Supervisory experience.
•    Experience presenting to and/or communicating with business, government or legislative staff and/or program leadership.
•    Experience in designing, implementing and directing multiple complex projects and ensuring program accountability.
•    Communications experience including preparing and presenting project proposals, and developing written communications.
•    Experience working with corporate or NGO partners, and government agencies.  

PREFERRED KNOWLEDGE, SKILLS AND EXPERIENCE

•    Master’s or Bachelor degree Rural development or Rural planning, Sociology, Anthropology, Natural resource Management, Demography,  Public health and Business administration, political studies may be preferred or required.
•    Supervisory experience, including ability to set objectives and manage performance, if required.
•    Familiarity with social, economic and political conditions and issues in the state and/or region.
•    Experience coordinating projects in a decentralized organization, working across teams, operating units and functions to achieve optimal results.  
•    Outstanding written and oral communication, negotiating and organizational skills.

COMMUNICATIONS/INTERPERSONAL CONTACTS
•    Communication and presentation skills - ability to persuasively convey integrated  Population, Health and Environment (PHE) projects and  programs to diverse groups including policy and decision markers, donors, board members, the public and others.
•    Solicit project support through clear written communications, including proposal writing.
•    Work and communicate with a wide range of stakeholders – community leaders and members, vendors, local and national government leadership, donors, and others.

WORKING CONDITIONS/PHYSICAL EFFORT
•    Willingness to reside in remote location for long periods of time.
•    Willingness to travel and work flexible hours.
•    Ability to work under stress during peak workload periods.
•    Work requires only minor physical exertion and/or physical strain. 
•    Work environment involves some exposure to disagreeable elements.
