Position: Technical Education Specialist
Location: Dar es Salaam, Tanzania (with travel in-country)

DEFT Advisory and Research is one of the few research-based advisory firms in India that has a deep focus and competency with regard to public policy and development sectors. WUSC is collaborating with DEFT on an African Development Bank - AfDB (“the Bank”) funded consultancy project for conducting Situational analysis (Labour Market Survey) in Tanzania.
WUSC is accepting applications for several Technical Education Specialistsin any of the following areas:
  1. Engineering
  2. Agriculture
  3. Natural Resource Management
  4. Hospitality, tourism and leisure
  5. Business, finance, and management
The Specialists will conduct a countrywide analysis to identify the skills needed in the labour market and/or emerging occupations in Tanzania. The findings will be used to develop occupational/qualification standards which in turn can be used to either review the existing curricula or develop new curricula.
In particular, the assignment will have the following key objectives:
  1. To document the strengths and challenges in implementing existing curricula;
  2. To map shortfalls that exist in curricula’s content and approaches;
  3. To determine additional knowledge and skills to be captured in revised curricula;
  4. To identify emerging occupations for which curricula need to be developed; and
  5. To assess and physical resources needed for effective teaching and learning.
Scope of work
The deliverable under this assignment is the acceptable labour market Situational Analysis Report which explains the needs of current labour market to facilitate development or review of curricula. The reports include: Inception Report, Review workshop undertakings, Draft SA report and Final SA report.
Qualifications Required
● Master’s degree in relevant field
● Minimum of 5 years of experience - preferably but not exclusively in educational studies; and a comprehensive and in-depth expertise in educational assessment and/or curriculum development.
● Considerable experience in conducting labour market research/analysis, occupational analysis. Regional and International experience is an advantage;
● Knowledge of the Developing a Curriculum (DACUM) approach and proven track record in the development of competency-based curricula and manuals and/or working on TVET-related programmes;
● In-depth knowledge and understanding of the occupational areas and the challenges confronting public sector programming and industry linked training;
● Knowledge and experience in teaching and working with a wide spectrum of training programmes;
● Demonstrated professional leadership and ability to coordinate a team of professionals in the implementation of research assignments;
● Capacity to think creatively in dealing with policy and operational issues while maintaining a strong client and results orientation;
● Fluent in English with strong written and oral communication skills, demonstrated ability to make effective presentations to diverse audiences; and
● Experience in working with and building capacity at TVET organisations in-country or in the region will be an added advantage
