Job Position: MM&E Officer
Duty Station: Morogoro Municipal, Kilosa and Mvomero District councill
Agreement: Contractt
Job Objective: The M&E officer will be responsible for overall M&E and learning needs of the USAID Kizazi Kipya project and will come up with findings based on real data to show performance of the projects. The incumbent will support the organization in strengthening its M&E functions based on experiences from the projects.

Main duties and Responsibilities:
- Coordinate implementation and provide oversight of monitoring and evaluation activities in the supported councils, including data collection, management, and reporting,
- Perform data analysis and visualization to promote data use at all levels
- Generate and contribute to quarterly or other reports, as needed
- Support Cluster M&E staff to conduct routine internal data quality assessments (DQAs)
- Conduct regular data monitoring site visits to caseworkers; review and provide feedback on case worker’s performance
- Review critically reports submitted by caseworkers and perform data verification as needed
- Set up and maintain data entry and management systems including applications
- Supervise data entry by data clerks
- Other tasks as assigned
Qualification and Experience
Education Background:
- Diploma in in public health, sociology, demography, statistics, or other social science area; Bachelor’s Degree preferred
- Academic qualification in monitoring and evaluation will be an added advantage.
Working Experience:
- The ideal candidate will have at least 1 year experience working in Monitoring, Evaluation and reporting,
- Proficient with MS Excel
- Work experience supporting technical or programmatic activities in orphans and vulnerable children
- Experience with DHIS2 preferred other software a plus
- Experience with mobile data collection
- Report writing and publication skills
- Excellent written, oral and presentation skills in English and Kiswahili
- Ability to work effectively with multiple teams, partner agencies and community members.
- Availability and willingness to travel up to 50% time

Job Objective: Responsible for overall coordination of education interventions.ns.

Main Duties & Responsibilities:
- Lead the implementation of the Whole School Approach (WSA) in primary schools, including leading and participating in WSA related stakeholder meetings and trainings.
- Support the District Implementation Teams including Ward Education Coordinator (WEC), Ward Executive Officer (WEO), and District Education Officer (DEO) to implement WSA.
- Support community mobilization and mapping to identify school related needs to inform the School Development Plan.
- Support District Implementation Teams to finalize the School Development Plan to improve OVC access to education and disseminate the plan to the community.Support School Development Plan implementation, bi-annual reviews and re-planning sessions to assess progress toward targets.
- Ensure that block grants to primary and schools in wards implementing School Development Plans are coordinated with the WSA activities.
- Support WEC to identify trends in the WSA processes and outcomes, with technical support from Pact’s Technical Services Coordinators-Education.
- Support Local Government Authorities to conduct semi-annual planning and review meeting of girls’ transition with all WEC.
- Map pre-primary providers in target districts, and identify target pre-schools/communities.
- Participate in low cost material development training and then ensure high quality trainings to preschool teachers.
- Provide monitoring and continuous support to primary schools implementing the WSA and to pre-primary schools implementing low cost material development.Work with the M&E officer to ensure WSA and Low Cost Material Development data are accurate and produced at least monthly; use data for decision-making.
Qualification and Experience:

-At least 3 years of solid experience working in education programming and international development;
-Thorough understanding of the global and national efforts in education.
-Experience of working with teams in remote locations;

-Demonstrated capacity to write high quality reports;
-Strong leadership, teamwork and management skills;
-Ability to multi-task and work on tight timelines;
-Good written and verbal skills in English. Knowledge of Kiswahili will be an advantage;
-Positive communication and organisation skills;

- Proficiency in standard office computer applications, PARTICULARLY EXCEL.EL.
- Ability to work under pressure and meet deadlines.
- Excellent interpersonal and communication skills.ls.
- Fluency in English and Swahili.
