Tanzania Program
Background:
The International Rescue Committee (IRC) is an International Nongovernmental Organization that responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. In Tanzania, IRC is supporting refugee program in Kigoma Region. IRC is providing services in Nyarugusu, Nduta and Mtendeli refugee camps in Kasulu, Kibondo and Kakonko Districts. At the Transit Centre, IRC support refugees and asylum seekers with health care management and treatment, child protection, community-based rehabilitation (care for disabled), vulnerable care, Youth and Development, Gender-Based Violence and Education. The International Rescue Committee (IRC) seeks to recruit qualified, energetic and committed candidate for the Budget & Monitoring Manger:

The BudgetMonitoring Manager– Will be responsible for supporting the preparation of grants, realignments of grants budget, Fiscal year budget and preparation of operations budget. Preparation of donor and internal management reports and field monitoring of activities. 

Position: Budget Monitoring Manager
Reporting to: Finance Controller (Technical Supervisor)
Reporting to: Field Coordinator   (Direct Supervisor)
Duty Station: Kibondo

Responsibilities

Budgeting Management
•    At field level consolidate preliminary grant budget input and send to FC/DFC for review.
•    Calculate and Insert the correct SPC for all new grants budgets.
•    Participate in the preparation of FY and Ops Budget
•    Assist in the preparation of budget realignments

Budget Vs Actual
•    Actively participate in monthly BVA meetings in each field site and provide feedback on matters arising as identified from the report.
•    Prepare manual BVAs when needed  
•    Assign T2s and conduct look-up for new or revised budgets ensuring they are uploaded to the BVA system in a timely manner.

Reporting
•     Review local donor financial reports prepared by field finance managers by ensuring they are complete, accurate and produced on a timely basis to ensure adequate review, approval and submissions toHQ
•    Follow up with program staff to make sure they do update spending plan and update the combined version.
•    Review and analyze differences between spending plan projections and actual spending and share to program /operation budget holder.

Others
•    Prepare field adjusting journal entries to reallocate/recode expenses and other charges in coordination with field teams and Senior Finance Managers. 
•    Work closely with HR to review monthly payroll mapping for incentive and national staff.
•    Work with field Senior Finance Managers for monthly Shared Program cost Allocation.
Staff Training
•    Conduct regular training sessions in Kasulu and Kibondo field offices on Budgeting and BVA. 
•    Participate on month end closing
•    To train field and program coordinators on how to do   more accurate cash forecasts per fiscal year-operating budget.

Requirements:
•    Bachelor’s degree in Accounting, Commerce, Economics or Business Studies.
•    Minimum 5 years’ experience in Finance department, with at least three as Finance Manager or Superior –level. 
•    Knowledge of computerized accounting software, preferably SUN System and high-level Excel.  
•    Prior working experience with international donor funded organization. 
•    Knowledge of UNHCR, USAID, DFID, ECHO donor rules and regulations required.
•    Able to work with limited supervision, be flexible and comfortable in a multi-cultural work force
